City of Grovetown REGULAR COUNCILMEETING May 13, 2024 6:30 p.m. The regular meeting of the Grovetown City Council was held on Monday, May 13, 2024, at 6:30 p.m. in the Council Chambers. Present were Mayor Gary E.. Jones, Mayor Pro-Tem Eric Blair, Councilmember Sylvia Martin and Councilmember Ceretta Smith. Councilmember A. Richard Bowman was absent. Also present were City Administrator Elaine Matthews, Finance Director/Asst. City Administrator Bradley Smith, Human Resources Director David Toulson, ITI Manager David Nile, Planning and Community Development Director Ronnie Kurtz, Asst. Police ChiefRobert Eastman, Fire Rescue Chief Wayne Kent, General Services Director David Carlin, Utility Service Director Keith Lyons, Public Information Officer Jordan Johnson, City Attorney Chris Dube and City Clerk Brian Henderson. Council conducted a work session to review agenda items at 6:00 p.m. 1. Call Meeting to Order/Ammouncement of Quorum Mayor Jones called the meeting to order at 6:30 p.m. and acknowledged a quorum. 2. nyocation/Pledge of Allegiance Councilmember Blair gave the invocation, followed by the Pledge of Allegiance. Mayor Jones welcomed District 4 Columbia County Commissioner Allison Couch and Candidate for Columbia County Coroner Terry Norman. Approval of Agenda favor and the motion carried. Committee Chair Reports Public Safety Councilmember Blair provided Council with the call volume for Fire Rescue and the Police Department for the month of April 2024. He reported that engine 2 firefighters attended training at Columbia County Fire and Rescue. He also reported that all Fire Rescue personnel completed online training and also received training from the City'smedical doctor on the use of aspirin and albuterol. Councilmember Blair announced that the Fire Rescue Department cleaned and drove around town the 1943 fire engine. He announced that Fire Rescue and the Grovetown Police Department attended at training event hosted at Fort Eisenhower on May 3,2024. Councilmember Blair reported all arrest, citations, and closed cases for the month of April 2024 fort thel Police Department, Criminal Investigation Division and K-9 unit. He also announced that some oft the leadership from the Police Department, to include ChiefKitchens, attended the Columbia County Public Safety and Preparedness Fair. Councilmember Blair noted that at the "Drug Take Back" event Police Department personnel collected 65.4 pounds ofunused prescription medication. He also announced that thel Police Department participated in a Safety Day at Fort Eisenhower. Councilmember Blair thanked all the Police personnel for the great job they do everyday. Utility Billing and Utility Services The report was deferred to City Administrator Elaine Matthews. Planning and Development The report was deferred to Planning and Community Development Director Ronnie Kurtz. General Services Councilmember Martin informed Council that the Litter Crew collected 88 thirty-three-gallon bags ofl litter and Streets & Sanitation collected 112.53 tons ofy yard/bulk waste during the month of April 2024. She reported that there were 35: yard and bulk waste violation tags issued and the street sweeper collected 6.23 tons of debris during April 2024. Councilmember Martin reported on Leisure and Recreation activities for the month, to include the use oft thel baseball fields and other areas. Councilmember Martin reported the monthly statistics for the following departments: Facility Maintenance, Utility Maintenance, and Leisure & Recreation. She announced that Leisure & Recreation hosted a hero's appreciation luncheon and also hosted the City's first downtown jam food truck event. Councilmember Martin announced that the City is working on a date to host another downtown jam event. She stated that the Mayor's cleanup day was very successful and wanted to thank everyone who participated. She thanked Tracy Lowry and Rachel Cantrell ofthe Litter Crew for their continued hard work in keeping the streets cleaned each and every day. Councilmember Martin reminded everyone that Liberty Park is still closed for renovation until further notice. She announced that on Saturday, June 1, 2024, from 5 P.M to 10P.M. at Liberty Park, Leisure & Recreation will host the "Summer Jam". E-7 Gerald John Moore) City Administrator Elaine Matthews presented the family ofl late SFC. E-7 Gerald John Moore with the Vietnam Veterans Remembrance certificate. 10. Briefing from Rough Trash Ad Hoc Committee Meeting Councimember Sylvia Martin addressed the Mayor and Council with updates from the Rough Trash Ad Hoc Committee meeting. She told Mayor and Council that the committee discussed not allowing citizens to discard mattresses during bulk waste pickup and are also considering developing a fee schedule. 11. 12. 12A.
