Richard Bowman. Johnson, City Attorney Chris Dube and City Clerk Brian Henderson. Council conducted a work session to review agenda items at 6:00 p.m. 1. Call Meeting to Order/Ammouncement of Quorum Mayor Jones called the meeting to order at 6:30 p.m. and acknowledged a quorum. 2. nyocation/Pledge of Allegiance Councilmember Bowman gave the invocation, followed by the Pledge of Allegiance. 3. Committee Chair Reports Public Safety Councilmember Blair provided Council with thel Fire Rescue Department's medical and fire call statistics for the month of May. He also reported they are still conducting fire hydrant testing around the City. Councilmember Blair reported that shift 3 conducted ladder training, while shift 1 conducted medical training and all 3 shifts conducted the last three sessions oft the standpipe operations training. Councilmember Blair provided the arrest statistics for the K-9 unit and Police Department. He also provided the numbers for open and closed cases for the Criminal Investigation Division. Councilmember Blair reported that all sworn officers completed the' Transporting Prisoners course online. He announced that Asst. Police Chief Robert Eastman attended a reading ofaj proclamation for police week at the Provos Marshals on Fort Eisenhower. He also reported that the last 2 weeks ofl May the police officers conducted firearms training and that Officer Brittany Nelson finished her field training officer course. Councilmember Blair also announced that CID Investigator Randall Kiefat finished his drug enforcement investigation courses. Councilmember Blair thanked Asst. Police ChiefRobert Eastman for his continued dedication with providing a summer camp for the children ofthe City of Grovetown. Utility Billing and Utility Services customers sign-up for new water service. Planning and Development Mayor. Jones reported that Utility Billing billed out 6,567 customers, performed 114 cut-offs and had 109 new Councilmember Bowman reported that there was 128 building inspections, 7 certificates of occupancy, 21 new business licenses, and 44 building permits for the month ofMay. He also reported on Code Enforcement's numbers for the month ofl May. Councilmember Bowman wanted to let everyone know it is election season once again and to be sure that signs are placed in the correct areas and that they are picked up once the election is over. General Services Councilmember Martin informed Council that the Litter Crew collected 61 thirty-three-gallon bags ofl litter and Streets & Sanitation collected 108.35 tons of yard/bulk waste and they also issued 34: yard and bulk waste violation tags fori the month ofl May. She completed Streets and Sanitation report with their remaining statistics for the month. Councilmember Martin reported Facility Maintenance and Fleet Maintenance stats for the month ofMay. Councilmember Martin reported on Leisure and Recreations monthly field utilization, new contracts and cleaning conducted around the City. She also reported that Leisure and Recreation placed flags throughout the City to celebrate Memorial Day and that they will remain up until the 4th ofJuly. Councilmember Martin announced that on July 8, 2024 Liberty Park will reopen to the public. She also announced the two upcoming events; on June 29, 2024, starting at 6 p.m. there will be a fireworks show at Liberty Park, and on July 4, 2024, starting at 11 a.m. Leisure and Recreation will be handing out barbeque plates during the annual BBQ drive- thru. Employees of the Month City Administrator Elaine Matthews presented both Chris Lewis from Leisure & Recreation and Brett Wesson from Fire Rescue with the employee ofthe month award for May 2024. 9. Vietnam Veterans Remembrance (PO3 E4. Joseph R. Beaulieu & SFCI E71 Larry D. Carnes) Councilmembers Bowman and Martin presented Naval Petty Officer Class 31 E4. Joseph R. Beaulieu and Army Sergeant First Class E7 Larry D. Carnes with this month's Vietnam Veterans Recognition. 10. Briefing from Rough Trash Ad Hoc Committee Meeting Councilmember Martin informed Mayor and Council that at a future meeting she would be presenting a resolution to council to remove some oft the heavy items that the City picks up on the bulk waste list. 11. Briefing from Recruitment and Retention Ad Hoc Committee Councilmember Blair presented to Mayor and Council some information that was discussed during the recruitment and retention ad hoc committee meeting as follows: compressed or flexed scheduling, career progressions, employee appreciation days, speeding up the onboarding process, and increased vacation days for new Directors (additional 60-80 hours). Councilmember. Blair will bring a few items to the next council meeting to be voted on. 12. Discussion Regarding the Subdivision ofl lots to 50 feet (Work Session) City Administrator Elaine Matthews and Councilmember Blair discussed with Mayor and Council the subdivision ofl lots to 50 feet in width. City Administrator Elaine Matthews felt that allowing lots to be subdivided would cause infrastructure problems since utilities in the area of old Grovetown are sometimes not adequate to support high density development. Mayor Jones asked for this item tol be on next month's agenda sO that an Ad Hoc Committee could be appointed. Page 3 of6 13. Discussion to Observe July 5, 2024, as a One-Time City-Wide Day Off, in Conjunction with July 4, 2024 Mayor Gary E. Jones addressed Council about observing July 5, 2024, as a one-time city-wide day off, in conjunction with July 4, 2024. By unanimous consent, Council agreed to allow this one-time day off for employees. 14. Announcement of] Ethics Board Appointees for the New Election Cycle City Clerk Brian Henderson announced to Mayor and Council the names appointed to the Ethics Board for the new election cycle. Martin made a motion to accept the second reading and adopt Ordinance 2024-05-01, Ordinance to adopt the City of Grovetown Budget for the fiscal year 2024-2025. Recommend Approval of Resolution 2024-06-01, Resolution to Amend the City Fire Marshal Councilmember Blair made a motion to approve Resolution 2024-06-01, resolution to amend the City Fire Marshal appointment. Councilmember Bowman asked Fire Rescue Chief Wayne Kent ifthey had someone in mind for this position since the City was removing the responsibility away from Columbia County. Fire Rescue ChiefKent told Councilmember Bowman that this position is going to be an internal hire. Councilmember Appointment Martin seconded the motion, all in favor and the motion carried.
