Doraville Difference Maker for February 2023: Yvette Prussing Council Member Simmons recognized Yvette Prussing, for her dedication as a member of the City Planning Commission, her dedication to the animal shelter, and for the care she provides to the neighbors and community. 2. Proclamation Recognizing Arbor Day 2023 Mayor Geierman read the proclamation recognizing Women's History Month. The proclamation was presented to Heidi Harrington, founding member, and Amanda Corr Russell, President ofthe Women's Arborist oft the Southeast. Recognizing the contributions of the contributions of the Women's Arborist oft the Southeast organization. VI. PUBLIC COMMENT- None The Mayor opened the Public Comment. However, VII. CONSENT AGENDA: - APPROVAL OF MINUTES 1.A Resolution Providing and Exemption from Section 23-1905 of the City of Doraville Code to Allow for Encroachment into the City's 50-foot Stream Buffer and Additional 25-foot Impervious Improvement Setback within Autumn Park Council Member Evans made a motion, a second was made by Council Member Alexander, to approve the consent agenda. REPORTS AND PRESENTATIONS 1.City Manager Monthly Update City Manager, Chris Eldridge, provided an update on Lodge Atlanta. The hearing for March is going tol be put off because they are addressing several oft the items of concern. They will give them full access to look at all rooms. They also understand that this cannot be a permanent residence. The blight ordinance is doing what it is supposed to. The Audit isi in the Auditor's hands. Then they will begin the next audit. It should get us caught up. Summer Camp registration, in person, is open. Sidewalks are coming in several locations in the city. The leaf war of2022-2023 is almost caught up. Several punch items are being addressed on Peachtree Road. February 28 staffi is meeting with LOWE to look at the scope oft the work for the tank farms. Update on1 the Stormwater issues. Amnesty program in the City Court. Draft for the sanitation bid was sent to the Mayor and Council for Mr. Eldridge and staff fanswered questions from the Mayor and City Council. 1.An Ordinance Amending Section 6-613 of Article XII (Occupational Taxes) of Chapter 6 (Businesses and Business Regulations) of the Code of Ordinances, City of Doraville, Georgia, to Establish 60 days as the amount of time allowed for review of applications for Occupation Tax Certificates; to provide an. Adoption and Effective China Agu made the request to extend the time allowed for review for Occupation Tax. Council Member. Alexander made a motion, a second was made by Council Member Evans, to approve the ordinance amending Section 6-613 of Article XII regarding review. He discussed his desired timeline. IX. Council Member Alexander made a motion, a second was made by Council Member Evans, to defer the ordinance amending Section 3-1 of Chapter 3 (Alcohol Code) to the regular meeting in March. An Ordinance Amending Chapter 5 of Article II (Property Maintenance Codes) of Chapter 5 (Building and Building Regulations) of the Code of Ordinances, City of Doraville, Georgia, to adopt the 2018 International Property Maintenance Code as adopted and amended by the Georgia Department of Community Affairs; to provide for an adoption and effective date; to provide for codification and to provide for other lawful purposes (Second Read) The City Attorney presented the need for the Code Amendment. Council Member Alexander made ai motion, a second was made by Council Member Koontz, to approve the ordinance amending Chapter 5 of Article II the Property Maintenance Code and Chapter 5 of the Building and Building Regulations oft the City Code. NEW: BUSINESS 1.A-23-05-4 Amendment to Chapter 17.5 (Subdivision Regulations) to create a definition for homeowner's associations, to create additional requirements for the management responsibility of the associations, to cap the percentage of rental units allowed in subdivisions and assemblages, and for other purposes (First Read) Naomi Siodmok, Director ofl Planning and Community Development, presented the amendment to Chapter 17.5. She presented the background, the sections to be amended based on the feedback at the last meeting and the recommendations to approve. Mr. Moore answered questions from the Mayor and City Council.
