ATTENDEES Shawn Allen, Councilman John Hendrix, Councilman Jerry Harkness, Mayor Andrew Ferguson, Councilman Kim Simonds, City Manager Thomas Mitchell, City Attorney Megan Chastain, Interim City Clerk The August 2, 2022, Demorest Work Session was held int the Demorest Municipal Building located at 125 Ivy Street. AGENDA ITEMI: INVOCATION AGENDA ITEM II: CALLTOORDER Mayor Harkness opened the meeting byl leading in prayer. Mayor Harkness called the meeting to order at 6:00 p.m. AGENDA ITEM II: CONSIDERATION OF ROOF BIDS FOR ODE BUILDING Ms. Simonds presented bids from Blue Ridge Commercial Roofing, United Contracting & Roofing and Roofing United. Mayor Harkness asked Bryan to get prices on trusses and roofing and it was priced at approximately $150,000. Mayor Harkness said this would swap at flat roof for a pitched roof which would change the aesthetics oft the building. After discussion of the pros and cons on each bid, Council agreed the 20-year warranty with United Roofing would be the best option. AGENDA ITEMIV: CONSIDERATION OF DESIGN PROPOSAL FOR ODE BUILDING Ms. Simonds presented a design proposal from Franklin Designs. Both Ms. Simonds and Councilman Hendrix met with. Jennifer at ODE and thought that her proposal was very reasonable. Thomas reviewed the contract and: some of the provisions need to be changed. He will make corrections and send back to Jennifer. AGENDAI ITEM V: CONSIDERATION TOSURPLUS DUMP TRUCK Ms. Simonds asked council to allow Bryan to take bids on the old dump truck and sell it. 1Page AGENDAI ITEM VI: CONSIDERATION OF GEORGIA! STREET BIDS Ms. Simonds presented three bids from Higgins Construction, Garrett Paving Company, and Thomason Construction for the Georgia Street project. She and Bryan recommend Council award to Higgins Construction. Higgins is the only company out oft the three that offer curbing and guttering. AGENDA ITEM VII: CONSIDERATION OF ARLINGTON STREET CONDITIONAL USE APPLICATION David Sleppy and. Joseph Sleppy submitted a Conditional Use withdrawal request. Mr. Mitchell said Council would need to decide whether or not they want to allow them to withdraw without prejudice. AGENDA ITEM VII!: CONSIDERATION OF N. HAZEL CONDITIONAL USE APPLICATION WITHDRAWAL MCR Custom Homes submitted a Conditional Use withdrawal request. Ms. Simonds said that Council would need to decide whether or not they want to allow them to withdraw without prejudice. WITHDRAWAL REQUEST REQUEST AGENDA ITEMI IX: CONSIDERATION OF 2021 AUDIT REPORT Ms. Simonds presented the 2021 Audit Report. She said Council can either have a special called meeting for the auditor to go over the audit or the auditor can meet with them two by two. Council would like to meet withi the auditor two by two. AGENDA ITEMX: CONSIDERATION OF PIEDMONT POLE BANNERS Mayor Harkness said Piedmont is doing a campaign called Positive Piedmont and would like to put up banners on the city's poles. Thomas drafted and presented a resolution regarding the placement of banners on city-owned poles by entities other than the City of Demorest. Council questioned how long the banners would bei there along with who would be responsible fora any damage. Council discussed allowing them for 60 days. Councilman Allen asked ifa specific removal date can be required.
