ATTENDEES Shawn Allen, Councilman John Hendrix, Councilman Jerry Harkness, Mayor Andrew Ferguson, Councilman Kim Simonds, City Manager Thomas Mitchell, City Attorney The July 19, 2022, Demorest Work Session was held int the Demorest Municipal Building located at 125 Ivy Street. AGENDA ITEM!: INVOCATION AGENDA ITEM I: CALLTOORDER Mayor Harkness opened the meeting by leading in prayer. Mayor Harkness called the meeting to order at 6:00 p.m. The IGAI for Roads & Bridges SPLOST was presented. AGENDA ITEM II: CONSIDERATION OF IGAI FOR ROADS & BRIDGES SPLOST AGENDA ITEM IV: CONSIDERATION OF TALLULAH FALLS WATER RATE Ms. Simonds presented the Tallulah Falls Water Rate IGA and al letter from EMI recommending a rate change. Ms. Simonds asked for permission to reach out to the Tallulah Falls City Manager about the agreement. All agreed. AGENDA ITEM V: MAINE STREET ONE WAY After many conversations over the last few meetings, Council decides to put this agenda item upi fora vote AGENDA ITEM VI: GEORGIA STREET1 TRAFFIC Mayor Harkness believes this issue will resolve once the road is repaired. Ms. Simondsrecommended that Chief Krockum increase presence when school starts back and the Chief agreed. 1Page AGENDA ITEM VII: CONSIDERATION OF STORMWATER/EROSION ORD 2ND READING Mayor Harkness asked ife everyone was ready to pass the ordinance or if they needed more time to review it. Councilman Hendrix asked for more time. Mayor Harkness requested that this agenda item be placed back on the August agenda. AGENDA ITEM VIII: PUBLICI HEARING FOR WISCONSIN STREET Attorney Mitchell said that the survey presented by the property owner does show the original lot lines. However, overt time the lots have been combined ands sold as one lot. Considering that history, the placement oft the line between the two lots would create a non-conforming lot. Councilman Hendrix said that if council votes no, he wants options to be presented. AGENDA ITEM IX: PUBLIC HEARING FOR ARLINGTON STREET Thomas presented the seventeen critical standards that are in Demorest ordinances and reminded Council to consider them. He also presented a draft of proposed conditions. On number five of the proposed conditions, he asked Council to decide what percentage of the exterior should be brick or rock. On number four, Mayor Harkness asked that the line "no more than 10% of the units may be three-bedroom units" be removed. He also asked that the reference to "one-bedroom apartments" be removed and that the reference to "studio apartments" be removed. On number seven, Mayor Harkness said the setbacks would be according to the ordinance. He clarified that the term "front"in number eight refers to the Demorest-Mt. Airy side. The Arlington Street landscape sides should both be at least 151 feet. The sides that touch Piedmont, the Smiths and the Deans should be a 30-foot designed, planted and maintained landscape bufferwith a ten-foot privacy fence that is approved by the City Manager. Mayor Harkness would like a separate condition that requires at traffic study to verify the sight distance of at least 450 feet on Demorest-Mt. Airy Hwy. On number nine, the line that states "amenity area shall consist ofa or dark sky lighting bei installed. "should be removed. Mayor Harkness asked that there to be down lighting AGENDA ITEM X: PUBLICI HEARING FORI N. HAZEL Mayor Harkness recommended that the duplex be 20% stone and brick, down lighting installed, a 15- foot designed, planted and maintained landscape buffer on the three sides.
