CALL TO ORDER Mayor. Joseph Geierman called the meeting to order. II. ROLL CALL Mayor. Jospeh Geierman, Council Members Gerald Evans, Andy Yeoman, Warren Simmons, Stephe Koontz, Maria T. Alexander, and Christopher Henshaw were present. II. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETINGAGENDA Council Member Alexander made ai motion, a second was made by Council Member Henshaw, to approve the agenda with the following changes: Move item number four (4) under the "Consent Agenda" to "New Business" for further discussion and Item number four (4) under "New Business" to number one on the agenda. Doraville Difference Maker for April 2023: Susan Fraysse involved in the political scene and the library for many years. Mayor Geierman presented Susan Fraysse who is a longtime resident who has been 2. Proclamation Recognizing Earth Day Mayor Geierman read the proclamation recognizing Earth Day. The proclamation will be presented to students at Sequoyah Middle School. Certificates of Recognition will also be presented to students oft the. Junior BETA Club who have been working on recycling and other environmental clean-up. 3. Proclamation Recognizing Georgia Cities Week Mayor Geierman presented the proclamation recognizing Georgia Cities Week to be observed April 23-29, 2023. The proclamation was presented to Eryn Whitfield, Academic Coach at Cross Keys High School as they stress the importance of city government and civic minded students. VI. PUBLIC COMMENT- None VII. Consent Agenda Council Member Alexander made a motion, a second was made by Council Member Evans, to approve the consent agenda with item number four (4) removed. REPORTS AND PRESENTATIONS 1.1 Presentation on Proposed Stormwater Extent of Service (EOS) Aazia Taylor, the storm water coordinator, along with David Elliott and Carl Thomas joined Ms. Taylor. They are with Lowe Engineers. The presentation covered the background and why extent of service policy (EOS) is recommended. Presented the Assembly Studio Parking Deck Easement Agreement and First Amendment to the Master Maintenance Agreement. The item was tabled to be voted on later in the meeting. Council Member Henshaw made ai motion, a second was made by Council Member Alexander, to approve the Assembly Studio Parking Deck Easement Agreement and First 2 Amendment to the Master Maintenance Agreement as presented by the City Attorney and Mark Moore as Special Council to the city. Presentation for More than Murals A committee attended ai training in Thomasville on how to use: murals to engage the community and build recognition ofwhere people are when individuals post selfies. They spoke about Principles of Creative Placemaking. There is an $8,000 grant available to the cities who attended the training. The staff presented the requirements for the grant. NEW BUSINESS 1.1 Resolution for Stormwater Fees China presented the resolution to increase the stormwater fees which was included in the Council Member Alexander made ai motion, a second was made! by Council Member Henshaw, to approve the resolution for DeKalb County to modify the city stormwater fees budget last year. But the County wanted this in a resolution format. from $48 to $79.16. The motion carried unanimously (6-0). Grant Agreement between Doraville and the United States Department of Housing and Urban Development (HUD) for the Utilization of Grant Funds for the Implementation of the Model Segment of the Peachtree Creek Greenway. The City Manager, Chris Eldridge, presented thei information regarding thel HUD Grant. This isa 100%, no match grant. The city has already received a grant to assist with the administration ofthis grant. The City Council made comments and asked questions of the city staff. Council Member Evans made a motion, a second was made by Council Member Henshaw, to approve the grant agreement between the City ofI Doraville and the United States Department of Housing and Urban Development (HUD) for thel Utilization of Grant Funds fort the Implementation oft the Model Segment of thel Peachtree Creek Greenway. Animal Project has an event coming up called "Healthy Pet" on May 6 at] Honeysuckle Park from 10-2. They are looking for volunteers and they are offering pets free vaccines, vouchers for spade/neuter, free microchips, Council Member Yeoman - Congratulated Susan Fraysee, the Doraville Difference Maker this month. He also reminded the public about the Earth Day event at Northwoods and the City is also hosting an Earth Day event. Hoping both will be well attended. He will be out oft town. Council Member Henshaw - Shout out to his wife to embarrass her because she said not to doi it. Council Member Evans- - Kickball tournament at Honeysuckle Park next weekend.
