Jospeh Geierman, Council Members Gerald Evans, Andy Yeoman, Warren Simmons, Stephe Koontz, Maria T. Alexander, and Christopher Henshaw were present. III. APPROVAL OF MEETING. PROCLAMATIONS AND RECOGNITIONS 1. Proclamation Recognizing Early Childhood Educators Appreciation Day Mayor Geierman presented. Julie Newman, with Dunwoody Prep, a Proclamation recognizing Early Childhood Educators Appreciation Day on May 12, 2023, in the City of Doraville. 2. Proclamation Recognizing Jewish American Heritage Month Mayor Geierman presented. Julie Newman, on behalforCongregation Ariel, the proclamation recognizing the. Jewish American Heritage Month in the City ofDoraville. V. REPORTS AND PRESENTATIONS 1.1 Presentation by DeKalb County's District Attorney Office regarding Crime Strategies Sherry Boston, DeKalb County District Attorney, provided an update regarding the District Attorney's Office. She shared the mission, vision, statistics, and some ofthe new units in the department. The District Attorney answered questions of the Mayor and City Council. 2. Presentation of FY2021 Audit Results Josh Carroll, Director with Mauldin & Jenkins, presented the FY2021 audit results for the city. The did issue a clean opinion which is what the city wants. It means the financial statements are materially correct. They looked at the city CARES Act Funds and the city was in compliance. A material weakness noted was audit being behind. Mr. Carroll answered questions regarding the audit and upcoming change in the fiscal year. Staff answered questions regarding the shortfall in the city pension funding. VI. UNFINISHED BUSINESS-None VII. NEW BUSINESS 1.3 Proposed Amendments to Chapter 14, Sign Ordinance Naomi Siodmok, Director of Planning and Community. Development is looking for feedback on the sign ordinance for the city. She received feedback on the city ordinance from an Sign Association at no cost and presented some oft the recommendations. The City Council asked questions and provided feedback on the ordinance. The Council also expressed concerns regarding animated billboard signs, the impact on neighborhoods, A-frame signs, and the legal updates that need to be made. 2. Annexation Feasibility Study Discussion Chris Eldrige, City Manager, provided an update on the Annexation Feasibility Study. The Council commented regarding the method they wanted to use for a potential annexation. The City Manager looked for guidance regarding consultant verses doing the feasibility study with city staff. 3. GMA City of Civility Mayor Geierman presented the GMA's City of Civility commitment regarding being civil toward one another.
