ROLL CALL Mayor Jospeh Geierman, Council Members Gerald Evans, Andy Yeoman, Warren Simmons, Stephe Koontz, Maria' T.. Alexander, and Christopher Henshaw were present. III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETINGAGENDA Council Member Alexander made ai motion, as second was made by Council Member Evans, to approve the meeting agenda with the addition ofa an item to discuss in the participation oft the CDBG Grant with DeKalb County. This did not The City Attorney weighed in on the ability to add this item to the agenda. PROCLAMATIONS AND RECOGNITIONS 1.1 Doraville Difference Maker Award for May 2021: Elliot Fried Council Member Yeoman nominated Elliot Fried ai member of DeKalb County Fire Department and other multiple organizations that make aj positive impact on the community. 2. Proclamation Recognizing National Public Works Week Mayor Geierman requested the staff from Public Works join him. The Mayor read the proclamation recognizing May 21-27 as National Public Words Week. 3. Public Works Annual Award Team Impact Award. Chris LaFleur, Director of Public Works, presented Jose Sanchez with the Spotlight Award, which is nominated by the staff. Mr. LaFleur also presented Eric Evans with the VI. PUBLIC COMMENT-None VII. CONSENT AGENDA- APPROVAL OF MINUTES 1.A Resolution Adopting GMA City of Civility Council Member Alexander made ai motion, a second was made by Council Member Koontz, Item 1,1 Front Yard' Treel Planting Program, and Item 2, A Resolution to Support the submission oft the Autumn Park' Trail Improvements to DeKalb County for consideration for al Land, Water, Consecration Fund Grant (LWCF), will move to new Item 4, Consideration ofan Employment Agreement with Chris Eldridge to Continue tos Serve as City Manager for the City ofDoraville, will have a. Mobility Study Update Presentation and Comment Section Naomi Siodmok, Director ofPlanning and Community Development, provided an update regarding the mobility plan and accomplishments made over the last two years. Mrs. Siodmok also presented a couple ofadditional options for Chestnut Drive Realignment at Buford Highway, Tunnel under Norfolk Southern and MARTA, the Peachtree Boulevard Mrs. Siodmok also provided feedback from the community engagement event held the night before. The community was favorable of adding everything tot the plan. However, the priority from the community was along the Buford Highway corridor. The Mayor and Council asked questions and provided feedback on the presentation including the advantages of multiple options, safety concerns, alternative options, focus on connecting pedestrian safety, depending on the type of grant keep our options open, and Sidewalk, and I-285 Crossing Concept. the connection oft the Peachtree Greenway with other communities. 2. City Manager Questions/Comments 2 The City Manager, Chris Eldridge, provided his monthly report to the City Council including updates regarding The Assembly letter, General Option Bonds, Pool Opens May 27th, Architectural renderings, Natural Gas project willl be ongoing for 6-9 months, Summer Camp - all but 2 weeks are full, Celebration for New Peachtree - will include adult big wheel races, working with DART to paint the cross walks, parks projects bid opening on June 22, Winters Chapel street lights are complete, paving is starting, Co- responder mental health press release is released, Small Business forum was well attended, new phone system is installed and bugs arel being worked out, and business license checks are being done by code enforcement. Mr. Eldridge took questions from the Mayor and Council. IX. UNFINISHED BUSINESS-None X. NEW BUSINESS 1.A Proposed Resolution Adopting DeKalb County Hazard Mitigation Plan Chief Atkinson provided al briefupdate regarding the requirement regarding the Hazard Mitigation Plan. There are several items removed from the prior plan because they were completed, and new items have been added. This plan has been approved, pending Council Member Alexander made ai motion, a second was made by Council Member Evans, to adopt the Resolution regarding the DeKalb County Hazard Mitigation Plan. AYES/ YES: Evans, Yeoman, Simmons, Koontz, Alexander, and Henshaw adoption, by the GEMA. The motion carried by unanimous vote (6-0). NAYS/NO:: None ABSTAIN: None 2. AI Proposed Ordinance that. Council Member Henshaw made a motion, Council Member Evans seconded, to enable the Mayor to sign allowing Doraville to bej part ofthe DeKalb County CDBG Grant. Front Yard Tree Planting Program Ms. Siodmok provided an overview oft the renewing ofthe Front Yard Tree Planting Program with Trees Atlanta. She addressed some of the questions that were asked by the council including: can the trees be planted in the backyard, planting trees on Flowers Road, is this already covered in the budget, and cost oft trees with planting. Council Member Kuntz made ai motion, Council Member Evans seconded, to approve the Tree Planting Tree Planting Program with Trees Atlanta to include the whole yard. Council Member Yeoman hei is seeing al lot of graduation signs. He congratulated those that are Council Member Simmons, thanked the volunteers and those at Lifeline for all the work done for pets in the area. Hej provided statistics for the event. Council Member Alexander wished everyone a happy and safe Memorial Day Council Member Henshaw congratulated his daughter for graduating from Kindergarden. He also thanked the Public Works Department for the work they are doing. Hel has seen a marked Council Member Evans thanked the staff.. Also reminded residents about the Permit Waivers in improvement in the city 5 from. June 1 to August 30. Council Member Koontz wanted to highlight what he heard in the business forum. DeKalb County Schools in the area have not been great. The schools need to bei renovatedrebuilt. Wants the council and residents tos stay on top of the School Board to make this happen.
