Shawn Allen, Councilman Donnie Bennett, Councilman Jerry Harkness, Mayor John Hendrix, Councilman Andrew Ferguson, Councilman Thomas Mitchell, City Attorney via zoom Mark Musselwhite, City Manager via zoom The November 14, 2023, Demorest Work Session was held in the Demorest Municipal Conference Center located at 250 Alabama Street. 1. INVOCATION Mayor Harkness opened the meeting by leading in prayer. 2. CALLTO ORDER Mayor Harkness called the meeting to order at 6:00 p.m. 3. CONSIDERATION OF ALCOHOL LICENSE FOR HOLDEN OVERSOUL FARM KITCHEN & Mr. Musselwhite stated. Jamie Allred is applying for beer, liquor and wine but will not be opening up until 2024. Mr. Allred announced that hei is going tol be opening ai food truck OYSTER BAR January, February and March while the building is under construction. 4. CONSIDERATION OF APPROVAL OF QUOTES/INVOICE: A. Keener Construction Invoice# 2072 Mr. Musselwhite presented a $20,000 invoice for work already completed on the roundabout. The funds will come from SPLOST water & sewer. B. Keener Construction Estimate # 1143 Mr. Musselwhite presented an estimate for work to be completed at Hazel Creek. He stated that we may not have to move the water lines because they designed further just in case. There is a possibility they will not use as much area. Mr. Musselwhite is requesting Council approve the invoice just in case we need the work tol be complete. 1Page C. Veolia Quote Mr. Musselwhite presented a quote int the amount of $26,659 fori the replacement of the filter panels in the disci filter system at the WWTP. The current panels were installed in 2015 and are losing their effectiveness. Mr. Musselwhite stated this was not a budgeted expense but the money for other budgeted projects that didn'thappen allow fort the money. Amendment to Agenda: WWTP Hoist System Invoice Mr. Musselwhite presented a quote from MPE ini the amount of $8,500 for a WWTP Hoist System. We currently have one crane in place at the wet well that is not able to access all four of the pumps from one position and is difficult to relocate for the purpose of pulling pumps for maintenance. Initially EMI was looking into adding an additional crane unit on the other side of the wet well for use when pulling the submersible pumps for service. After reviewing their options, MPE can install a new hoist system at a lower cost1 to the city than that of adding another crane unit. The hoist system would be able to reach all four pumps in the wet well. This solution that MPE is able to provide will be easier and safer for employees to use when performing maintenance on the submersible pumps and would come at a savings to the city. Mr. Musselwhite stated we would have to amend the budget but recommends we move forward. ASSIGN ADMIN OF TRADITIONS ACCOUNTS Mr. Musselwhite asked council to amend the agenda to add assigning Megan as the administrator to accounts at Tradition's Bank as she was at UCB. Mayor Harkness requested we add that under number 8. 5. DISCUSSION OF EMAIL THREAD REGARDING 876 CENTRAL AVENUE Councilman Hendrix stated that his property at 876 Central Avenue has a sewer issue which isa public safety issue and one of the functions of the cityi is to provide public safety. He feels like there was no fault to the Hendrix Trust which is owned by he and his wife, Mei Hendrix which The sewer line at 876 Central Avenue exited the property laterally and was cemented off which caused the tenants to have to be displaced. The owner of the 888 Central Ave property did not notify the City or anyone's else oft the action of cementing the sewer line. Councilman Hendrix expressed his concerns/rustrations and stated the facts were not presented completely or means that they both must agree which is why she was involved. 2Page properly. The main line goes behind the property, and he could not get an answer to where the Hendrix expressed there was a sewer leak on the property which is an environmental safety issue and it is still not resolved because he doesn't know if there has been environment impact. Mayor Harkness stated his understanding oft this is that when the line was cemented off that Councilman Hendrix's neighbor cut him off and did not notify him which he stated hei felt like would infuriate anyone in the room and that he thinks it is everyone's beliefs that Councilman Hendrix family paid for a tap years ago sO there is no tap fee charged. Harkness said the conversation that comes in play is, what is half? Mayor Harkness asked Mr. Mitchell speak on the responsibility of the raw sewage on the property and where we need to proceed. Mr. Mitchell stated he was not aware that there was a spill on the property and that it sounds like the neighbor (888 Central Ave) is the one who created the problem sO the city can't resolve with Hendrix Trust, it would have to be resolved with who created the problem. Mayor Harkness asked what he remembered as far as the agreement being on the city/sresponsibility. Mr. Mitchell recalled there being a discussing about the city paying half oft the cost but the Mr. Musselwhite stated he was out of town and he relayed to Mrs. Chastain and Gary (water technician) over the phone that the city would install the tap and run the line 20 feet as is always done. Councilman Hendrix stated Mrs. Chastain agreed to he and the plumbers that the city would go half but the plumbers would need to do the work because the city did not want to tie in was and stated the city put the join laterally off the property. dispute is half of what. come onto personal property. After a lengthy and concentrated discussion, Councilman Hendrix is asking: 1. The city to pay fori the half of the bill that the city agreed to pay. 3. The city to show the Hendrix's where the tap is on his other property. 2. The city to contact the health department for the environmental concern at 876 Central Ave. 4. The city to survey the alley to make sure the main sewer line is on city property and map the Mayor Harkness asked Mr. Musselwhite to work on mapping out thel lines and the city would talk in the future as far as mapping all lines. Mayor Harkness asked council how they want to proceed with the bill. Council agreed to pay half oft the bill. Mr. Mitchell recommended that the property owner contact the health service the Hendrix's would like to contact. Council lines int the ally. discussed policies fori the future. 3Page 6. CONSIDERATION OF SWITCHING CREDIT CARD ACCTTO1 TRADITIONS BANK (RCB) Mr. Musselwhite stated we have our credit cards though South State Bank and to line up all of the accounts with Tradition's Bank as part of the loan agreement, he is recommending we make the switch to Tradition's Bank. 7. DISCUSSION OF GARBAGE TRUCK Amendment: Invoice for repairs to current garbage truck Mr. Musselwhite presented an invoice from Wastebuilt to repair the garbage truck in the amount of $24,264.71 and is requesting council approve the payment. The estimate was between $25,000an $40,000. A. Quote Mr. Musselwhite presented a quote from Sansom Equipment Companyi in the amount of $222,500 for a new garbage truck. Mayor Harkness asked if we could shop around and bring this item back next month. Mr. Musselwhite agreed to. B. Loan at Traditions Bank (RCB) Mr. Musselwhite presented terms to purchase a new garbage truck with a $50,000 down payment. Purchase amount is 172,5001 for 60 months on a5.5 fixed interest rate. The payment would be about $4000 a month. 8. CONSIDERATION OF MOTION TO ENTER INTO EXECUTIVE SESSION (if needed) No executive session. 9.
