CALLTO ORDER Mayor Joseph Geierman called the meeting to order. II. ROLL CALL Mayor Jospeh Geierman, Council Members Gerald Evans, Andy Yeoman, Warren Simmons, Stephe Koontz, Maria T. Alexander, and Christopher Henshaw were present. III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETINGAGENDA Council Member Alexander made a motion, a second was made by Council Member Henshaw, to approve the agenda as submitted. PROCLAMATIONS AND RECOGINITIONS 1.1 Proclamation Recognizing Municipal Court Clerks Mayor Geierman recognized Rochelle Sanderson and other members oft the Municipal Court. Hei read the proclamation recognizing June 5-9, 2023, as Municipal Court Week. Mayor Geierman presented the proclamation to two members oft the Doraville Pride. Ashley invited the community to come to several events including the movie under the stars and to march ini the October Pride parade or to come cheer for them from the sideline. 2. Proclamation Recognizing June as LGBTQ Pride Month VI. PUBLIC COMMENT Mr. Thomas Hart, resident, addressed the council regarding the tank farm millage rate. These 10k pound electric trucks don'tbuy gasoline sO how are they going to contribute to the use ofroads, speed bumps on the Tilly Mill Road and the trash dump in the middle oft the tank farm, the asphalt parking in the park and the use of public funds to paint the wall ini the park. UNFINISHED BUSINESS 1.2023 Millage Rate Proposal (Public Hearing) China Agu, Director of Finance, spoke about the error in the Property Tax Billing. She also mentioned she is working with the county on the administration ofthe Senior Exemption. Mayor Geierman opened the public hearing. No one spoke in favor or opposition. The public hearing was closed. Mayor Geierman opened the floor to the City Council. Council Member Yeoman requested the Director of Finance keep the council posted on the progress. Several of them have been speaking with County Commissioners. So, iti is nice to hear progress is being made. The millage rate will go down to 6.5 mills. Itis the lowest it Council Member Simmons commented to make sure everyone takes a moment to review their tax assessment for accuracy especially since there have been some issues with the has been inj years. 2 estimated rates sent to property owners. Council Member Alexander had no comment. Council Member Henshaw recommended to anyone that pays their property taxes with their mortgage to consider reaching out to their mortgage provider. Especially ift they use the estimated tax instead oft the actual tax bill as al basis for future payment. Council Member Evans had no comment. Council Member Koontz commented the City ofDoraville is the only city in Metro. Atlanta that provides a 100% city exemption to seniors aged 70 and older. Mayor Geierman commented that residents can appeal the value assigned to the home. Special Service District (SSD) Tank Farm Millage Rate (First Read) The City Attorney and City Manager introduced this item. Many oft the roads need to be rebuilt not repaving. They will be rebuilt to handle al heavier weight. Director of Public Works, Chris Lafleur, highlighted the time staffi is spending on the roads int the city and specifically the number oftimes they are visiting the roads in the Special Service District Parcel area. Richard Meehan, PE, with Lowe Engineers, shared how they pulled truck Hari Karikaran, Public Works support Engineer, spoke about the method he used to calculate the funds needed for the repair and rebuilding oft the roads. IMS was hired by the city in 2022 to scan the roads inl Doraville. They consider the surface and subsurface of Douglas Gebhardt, Davenport & Company, provided the background for the city to service the repayment of the bonds. The motion carried unanimously (6-0) AYES/ YES: Evans, Yeoman, Simmons, Alexander, Koontz, and Henshaw NAYS/NO: None ABSTAIN: None Council Member Yeoman made ai motion, a second was made by Council Member Evans, to approve the ordinance and the preamble in the agenda packet which is to establish a special service district and initial assessment to offset costs for excessive road wear and tear on certain roads within the City of Doraville Georgia, as is further detailed in the preamble oft the ordinance ini the agenda packet and to set the initial assessment of22.01 mills. Special Service District (SSD) Assembly Millage Rate (First Read) The City Manager presented the item. This will serve to meet the needs at. Assembly and will work similarly cover cost of storm water maintenance, lawn maintenance, etc. Itis to keep from having the cost spread to the residents. The users are paying for the services. Council Member Alexander made ai motion, a second was made by Council Member Koontz, to waive the first read for the regarding the 2023 Millage Rate for the Assemblies Special Service District. The motion carried unanimously (6-0) AYES/ YES: Evans, Yeoman, Simmons, Alexander, Koontz, and Henshaw NAYS/1 NO: None ABSTAIN: None Council Member Alexander made a motion, a second was made by Council Member Henshaw, to approve the ordinance regarding the setting oft the Millage Rate for the Assembly Special Service District for the budget year 2023-2024 at a combined rate of AYES/ YES: Evans, Yeoman, Simmons, Koontz, Alexander, and Henshaw 54.994 mills. The motion carried unanimously (6-0). NAYS/NO: None ABSTAIN: None City Manager advised this will come back to the City Council annually for this item. XI. OTHER BUSINESS - None 4 XII. COUNCIL COMMENTS Mayor Geierman recognized the City Clerk, Arika Miller, for her service and keeping the council and staff on track with ever changing agendas, technical support, and other things with a smile. He wished her the best ofl luck as she moves to Northern California Council Member Alexander had no comments. Council Member Simmons also thanked Ms. Miller and the staff. He also reminded everyone to vote for their favorite Brave to serve in the All-Star game. Council Member Yeoman had no comments. Council Member Henshaw echoed the comments that the staffi is doing a great job and the staff that Council Member Evans acknowledged the hard work ofs staff. He also commented about the path connectivity on Flowers Road, Trees Atlanta program, and thanked Council Member Koontz for her hard work on the grant, the creative place making, and the mural placements that are coming. Council Member Koontz commented that pride is about believing in oneself. Feels that people don't understand what Pride month is about. Iti is about exactly that.
