July 20, 2023, Demorest Special Called Public Hearing was held ini the Demorest Municipal Building located at 125 Ivy Street. 1. INVOCATION 2. CALLTO ORDER Mayor Harkness opened the meeting by leading in prayer. Mayor Harkness called the meeting to order at 6:00 p.m. 3. APPROVAL OF AGENDA Mayor Harkness called for a motion to approve the agenda. A motion was made by Councilman Bennett to approve the agenda as presented and was seconded by Councilman Ferguson. ACTION: The motion to approve the agenda as presented was unanimously: approved (4-0). 4. APPEARANCE & PUBLIC COMMENT There was no comment. 5. CONSIDERATION OF AMENDMENT TO 2022 BUDGET (2nd reading) The Demorest City Council shall conduct public hearings regarding the amendment of the 2022 budget for1 the City of Demorest on. July 13, 2023 at 6:00 p.m. and. July 20, 2023 at 6:00 p.m. at the Demorest Municipal Building, 125 Ivy Street, Demorest, Georgia. A copy oft the proposed amended budget shall be available fori inspection and review at City Hall, 250 Alabama Street, Demorest, Georgia. The proposed budget shall be submitted to Mayor and City Council for a vote on. July 20, 2023 at the 6:00 p.m. meeting. Any person wishing to be heard on the amended budget may appear and be heard Mayor Harkness called for any public comment regarding the amendment to the 2022 budget. No one spoke. Mayor Harkness closed the public hearing and asked council for a motion. A motion was made by Councilman Allen to amend the 2022 budget and was seconded by Councilman Hendrix. ACTION:The motion to amend the 2022 budget was unanimously approved (4-0). during the public hearing. (OCGA 36-81-5) 6. CONSIDERATION OF ZONING ORDINANCE PROPOSAL Mayor Harkness stated that the zoning maps and codes are what protects the city. After another lengthy discussion regarding the zoning ordinance with lots of great points, comments and concerns, council agreed tot table this item until the August meeting. The moratorium expires in October. A motion was made by Councilman Allen to table until August and was seconded by Councilman Bennett. ACTION:The motion to table the CONSIDERATION OF ZONING PROPOSALS until August was unanimously approved (4-0). 7. APPEARANCE & PUBLIC COMMENT There was no comment. 8. CONSIDERATION OF MOTION TO ENTER INTO EXECUTIVE SESSION Ar motion was made by Councilman Bennett and was seconded by Councilman Allen to adjourn and reconvene in Executive Session for the purpose of discussion of acquisition of real estate. This portion of Regular Session adjourned at 6:40 p.m. Ar motion was made by Councilman Ferguson and was seconded by Councilman Allen to come out of Executive Session and reconvene in Regular Session. The motion was unanimously carried, and Regular Session reconvened at 6:50 p.m. 9. MOTION TO ADJOURN Ar motion to adjourn was made by Councilman Allen and the motion was seconded by Councilman Ferguson. The motion was unanimously: approved.
