CALL TOORDER Mayor Joseph Geierman called the meeting to order. II. ROLL CALL Mayor Jospeh Geierman, Council Members Gerald Evans, Andy Yeoman, Warren Simmons, Christopher Henshaw, Maria' T. Alexander and Stephe Koontz were present. II. APPROVAL OF MEETING. AGENDA Council Member Alexander made ai motion, a second was made by Council Member Evans, to approve the meeting agenda as presented. The motion carried AYES/ YES: Evans, Yeoman, Simmons, Alexander, Henshaw and by unanimous vote (6-0). Koontz NAYS/ NO: None ABSTAIN: None IV. PROCLAMATIONS AND RECOGNITIONS 1. Doraville Difference Maker for August 2023: Commissioner John F.1 King. Council Member Evans recognized Commissioner John F. King as the Doraville Difference Maker for the month of August 2023. V. UNFINISHED BUSINESS. -1 None VI. NEW: BUSINESS 1. City ofDoraville 2024 Health Insurance Renewal Discussion Delores Waithe, Human Resources Director, presented the employee health insurance renewal and options for 2024. The Mayor and Council provided feedback on the options presented. The consensus oft the Council was to maintain the existing plan and compare tobacco and spousal surcharges of other organizations. 2.1 Discussion of an amendment to Section 6-13 to add a Lookback Period for Disqualifying Convictions Related to thel Issuance of Petroleum Identification Cards Police Chief Atkinson presented a modification to Section 6-13. The Council feedback was to add ai five (5)year lookback from the end ofthe conviction and probationary period for some oft the criminal convictions. However, in more: severe convictions the 3. EHOST and SPLOST The Council discussed and gave guidance regarding the use oft these funds. 4. Consideration ofa Resolution Authorizing the Calling of a 2023 Referendum regarding thei issuance of General Obligation Bonds for the City of Doraville Cecil McLendon, City Attorney, advised the timeline for this item is the same as the previous item ifthe council desires for it to be on the November 7, 2023, ballot. The City Attorney read the Resolution. The City Manager, Chris Eldridge, presented the equivalent in terms ofmilage. The Council had a lengthy conversation regarding the timing ofthis referendum and when it should be placed on the ballot for residents to consider. 5.1 Public Safety Salary Council Member Yeoman is proposing an increase for the patrol officers, specifically the starting patrol and those over 5 years, to be more comparable with neighboring cities. This would not require al budget amendment. 6. Short Term Rentals Council Member Evans presented the current city ordinance and several other city in the state. The goal is to continue to improve the permit process for Short Term Rentals and add some context to help code enforcement for compliance. There are still several complaints coming in from citizens in the city regarding parking, excessive trash, fire and noise complaints. The general consensus was for Council Member Evans is to work with the City Attorney and staffa and to bring this item back to a future work session. VII. EXECUTIVE SESSION- None VIII.
