July 13, 2023, Demorest Special Called Public Hearing was held ini the Demorest Municipal Building located at 125 Ivy Street. 1. INVOCATION 2. CALLTOORDER Mayor Harkness opened the meeting by leading in prayer. Mayor Harkness called the meeting to order at 6:00 p.m. 3. APPROVAL OF AGENDA Mayor Harkness called for a motion to approve the agenda. A motion was made by Councilman Allen to approve the agenda as presented and was seconded by Councilman Hendrix. ACTION: The motion to approve the agenda as presented was unanimously approved (3-0). 4. APPEARANCE & PUBLIC COMMENT There was no comment from the public. 5. CONSIDERATION OF AMENDMENT TO 2022 BUDGET (1sreading) The Demorest City Council shall conduct public hearings regarding the amendment of the 2022 budget for the City of Demorest on. July 13, 2023 at 6:00 p.m. and. July 20, 2023 at 6:00 p.m. at1 the Demorest Municipal Building, 125 Ivy Street, Demorest, Georgia. A copy of the proposed amended budget shall be available for inspection and review at City Hall, 250 Alabama Street, Demorest, Georgia. The proposed budget shall be submitted tol Mayor and City Council for a vote on. July 20, 2023 at the 6:00 p.m. meeting. Any person wishing tol be heard on the amended budget may appear and be heard Mr. Musselwhite presented the recommended amendment to the 2022 budget to balance the budget. Mayor Harkness opened the public hearing up for comment. No one spoke. Mayor Harkness closed the during the public hearing. (OCGA 36-81-5) public hearing for the consideration of amendment to the 2022 budget. 6. CONSIDERATION OF ZONING ORDINANCE PROPOSAL Mr. Musselwhite presented two zoning ordinance proposals. These proposals reclassify the zoning districts with the very easy understanding of the zoning ordinance, maps and the applications. Turnipseed's proposal is $40,000 with a 4-to-5-month delivery. David Elder's proposal is $42,500 with the same delivery time. The moratorium expires in October. Councilman Allen asked if we could present this at the next meeting to ponder the difference between thet two proposals and to have a full council. A motion was made by Councilman Allen to table to this item and was seconded by Councilman Hendrix. ACTION: The motion to table to this item was unanimously approved (3-0). 7.
