July 6, 2023, Demorest Work Session was held in the Demorest Municipal Building located at 125 Ivy Street. 1. INVOCATION 2. CALL TO ORDER Mayor Pro Tem Allen opened the meeting by leading in prayer. Mayor Harkness called the meeting to order at 6:04 p.m. 3. CONSIDERATION OF AMENDMENT TO 2022 BUDGET This item will be discussed on. July 13 &. July 20. 4. CONSIDERATION OF SERVLINE PROPOSAL Mr. Musselwhite presented a proposal from ServLine. The city has had ServLine leak coverage for about 7 years. Initially, ServLinel has only been offered to residential customers for $1.15a a month and not to businesses or LLCS. ServLine is offering commercial insurance for a single occupancy for $8.50a month and for commercial multiple tenants for $17.00 a month. Mr. Musselwhite explained the process of how customers file al leak and how the city/customer receives the money from ServLine. Council agreed this was a great upgrade option. 5. DISCUSSION OF DIVERSITY RECRUITMENT AND DEIB CERTIFICATION The Certified City of Diversity, Equity, Inclusion, & Belonging was created to recognize cities that adopt policies and practices promoting diversity, equity, inclusion, and belonging within their municipal government and community. Councilman Hendrix's stated the we are a city of ethics & city of civility and now we need to obtain DEIB certification. Councilman Hendrix gave al brief summary of what DEIB isa and the requirements to become a certified city. The majority of council has to take a virtual course and two ordinances need to be passed. Councilman Hendrix recommends the council allow administration to look further into it the seven different categories DEIB involves and decide which Tier. Council discussed how the city was already working toward ai few of the categories listed such as community and economic development and health and wellbeing. 1Page 6. CONSIDERATION OF DDA SIGNERS Mrs. Chastain recommended council assign an authorized signer on the DDA account being that Mr. Musselwhite is the only signer. Mayor Pro Tem Allen recommend Chairman Rebecca Godwin. Council agreed. 7. CONSIDERATION OF PANHANDLING ORDINANCE Mr. Musselwhite presented a panhandling ordinance from the City of Houston. We had a panhandler this month at City Hall. This is a proactive measure for the future. Assistant Police Chief Chastain indicated that the city has already had two panhandling incidents. Mr. Mitchell recommends the first reading today and a second reading next week if council wanted to move forward with the ordinance. Globe Life is an additional insurance plan separate from our CIGNA. They offer life insurance and supplemental insurance. This is an additional benefit option for our employees and does not cost the city. There is no commitment from the city. Mr. Musselwhite stated that if the city agrees to this, every employee and their spouse will get $3000 of free life insurance and then each oft their children will have $1000 of life insurance at no cost just by allowing the City to take on Globe Life's coverage. Chris Robinson from Globe Life spoke to explain their services and the benefits they provide. 8. CONSIDERATION OF GLOBE LIFE INSURANCE (Life & Supplemental) 9.
