ATTENDEES Shawn Allen, Councilman John Hendrix, Councilman Jerry Harkness, Mayor Andrew Ferguson, Councilman Donnie Bennett, Councilman Mark Musselwhite, City Manager Thomas Mitchell, City Attorney Megan Chastain, City Clerk The. June 6, 2023, Demorest Work Session was held in the Demorest Municipal Building located at 125 Ivy Street. 1. INVOCATION 2. CALLTO ORDER Mayor Harkness opened the meeting by leading in prayer. Mayor Harkness called the meeting to order at 6:00 p.m. Council amended the agenda to add resignation of Lawrence Bridges from DDA as new number 11, Bid for Hazel Creek Utility relocation as new number 7, add HVAC: as letter F under number 10 and Park Account Signers as number 12. Mr. Musselwhite announced that he and Kevin with NGMC decided to terminate the hospital security contract as of May 6, 2023 to help save cost being that the hospital has their own security. Our police department still responds to calls as needed. The employee who worked the hospital has transferred 3. RATIFY TERMINATION OF HMC CONTRACT to the water department. 4. CONSIDERATION OF NGMCITEMS A. Parking Study B. Contract(s) Mr. Musselwhite presented a parking agreement between the authority and city that had not been done in the past but NGMC would like to move forward with the contract presented. Mr. Musselwhite also presented a water tower agreement received from Attorney Emily Bagwell. Mr. Mitchell recommended council amend the agenda for the upcoming special called meeting to further discuss the contracts after the recommended language additions/changes are received from Ms. Bagwell. Mr. Musselwhite presented two bids received for the 2023 LMIG projects. The lowest bid is Precision Paving & Sealing for $68,715 and the other bid is from Garrett Paving for $89,998. Mr. Musselwhite 5. CONSIDERATION OF LMIG BIDS 1/Page announced that the city! has received roughly $37,000 in LMIG funds and that we could use SPLOST roads, streets and bridges. Councilman Allen questioned how we can prevent thet tree roots from damaging the streets. Mayor Harkness asked if Precision Paving & Sealing in the past. Mrs. Chastain spoke to say that Mr. Popham said that both companies do good work and that they were apples to apples. Ms. Chastain also announced that Precision Paving & Sealing did the paving on the Georgia Street Project as Higgin's Construction subcontracted it out. 6. CONSIDERATION OF TURNIPSEED INVOICE Mr. Musselwhite presented an invoice $11,409 from Turnipseed for engineering services from August 29, 2022 to April 21, 2023 on the Hazel Creek Utility Relocation. Those funds would be paid out of SPLOST roads, streets and bridges. 7. CONSIDERATION OF BID FOR HAZEL CREEK UTILITY RELOCATION Mr. Musselwhite presented Turnipseed's review of bids on1 the Hazel Creek Utility (sewer) Relocation. The bids lowest to highest were as follows: Higgins Construction $483,715, Attaway Construction Inc $639,481, and Wilcorp Inc $698,925. This is for the work that Mr. Popham and his crew cannot complete. A resolution was presented. Turnipseed recommends Higgins Construction. 8. DISCUSSION OF HISTORIC PRESERVATION COMMISSION that we bring this back next month for discussion. 9. CONSIDERATION OF CEMETERY PROJECT Mayor Harkness asked council if they! had any recommendations fori this committee. Harkness asked Faith from Georgia Mountain Regions presented a cemetery proposal in the amount of $5,450t to digitalize our cemetery. They will go grave site to grave site to collect a gps location, obtain the information off of the head stones, as well as taking a digital photograph oft the stone tot tiel back to the digital data. There is an online mapping application to allow people to zoom in or out to see the imagery for public and city access as well as a desktop app to allow us to search by name to find exactly where someone isi ini the cemetery. 10.DISCUSSION OF CITY HALL COMPLEX A. Storm drain issue near gym B. Repairs to basketball court . P Purchase of new swings Brent Lee Moore Memorial field. Mr. Musselwhite presented images of the stormwater drainage issue at the gym which is causing flooding into the gym. Mr. Popham quoted $11,458.60 in material to fix the issue. Mr. Musselwhite presented a $3,000 proposal to seal coat and have the lines redrawn on the Mr. Musselwhite presented a rough number of $893 to add ten additional swings to the frames at basketball court at Brent Lee Moore Memorial field. 11.RESIGNATION OF LAWRENCES BRIDGES FROM DDA Mayor Harkness announced this item would be discussed in regular session. 12.CONSIDERATION OF QUOTES FOR AUDITORIUM & CITY HALL 2/Page A. Carpet Mr. Musselwhite presented three carpet quotes for the auditorium. Carpet tile was the recommendation for the auditorium as iti is easier to replace one tile verses the entire room ift there is ani issue. Mr. Musselwhite is recommending the quote from Northeast Georgia Carpet in the amount of $15,775 as iti is recommended to last 20 years, it is his choice of design and the thickness ist the better option for sound ini the area. B. ACG Fire Additions $8,219.55. C.ACG Camera Additions $5,214. D. Council Chamber AV Mr. Musselwhite presented a quote from ACG on the meeting facility fire additions. The three bids are as follows: ACG at $25,581, DB Integrations at $81,087 and. Jeremy Cooper/CCS at $51,000.. Jeremy Cooper presented his quote. Mr. Musselwhite is recommending. Jeremy Cooper/CCS. There will be one camera and a microphone in the back of the room to stream to multiple platforms. There is an ambient microphone ini the middle oft the room that can pick up any one's voice that is within a 30 Mr. Musselwhite presented a quote from City Plumbing of $1,330 to replace the 15 current lights in the auditorium with 10 led lights and a proposal from MPE in the amount of $4,100 to hang the light. Mr. Musselwhite is presented a quote to replace the current lights in the City Hall area with LEDs to decrease the power bill by 75%. A quote of $1,931.90 from City Plumbing was provided as well as al labor proposal from MPE ini the amount of $4,000. Mr. Musselwhite made the feetradius. E. Lighting recommendation to move forward with all four quotes discussed. F.H HVAC Mr. Musselwhite presented a proposal from Mountain Air in the amount of $205,308 which consist ofatradition unit inside and outside of every room. Mayor Harkness said his biggest concern is mold growing due tot the heat and humidity. Mr. Musselwhite presented a second proposal from Mountain Air in the amount of $79,000 which consists of a split system that has 15 units mounted on the wall and a unit outside. He presented a proposal from Chattahoochee Comfort which consists oft three options. Option 1 is $21,600 and consists of three units of 21 ton which will cover a classroom and al bathroom, a classroom and a bathroom, a classroom and the front office. Option 2 is-$77,000 along with the $21,600 (option 1)is1%t ton with ductwork. Option 3is $36,000 with the same units and 1%1 ton with no ductwork. Mr. Musselwhite presented a proposal from The Peach of Georgia which consist of three options. None of the quotes include the electrician price. Mr. Musselwhite is recommending Chattahoochee Comfort's option 1 and option 3. Mayor Harkness summed up Mr. Musselwhite's recommendations at $165,419.86. Mr. Musselwhite has asked the bank if we can go ahead and draw the funds out and be placed into the account but he is awaiting a response. 3IPage Public Comment made: Ms. Sue Bearden off of Sosebee spoke about her concerns on how the Lokey property on her street was a disgrace to the town and commented on her concern about snakes and rats. Ms. Bearden would like it handled. Mr. Musselwhite has reported it to code enforcement. 13.
