ROLLCALL Council Members Gerald Evans, Andy Yeoman, Christopher Henshaw, Maria Alexander, Warren Simmons, and Stephe Koontz were present. III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MEETING AGENDA Council Member Evans made ai motion to approve the meeting agenda removing the Introduction of Dr. Devon Horton to be moved to a later date, a second was made by Council Member Koontz. PUBLICCOMMENT Tom Hart, Gordon Heights addressed concerns with the expansion of thel DDA area, the Elections resolution and addressed concerns with the Urban Redevelopment Law. Mayor Geierman closed Public Comments Agenda, seconded by Council Member Henshaw. NEW BUSINESS A. Al Resolution ofNecessity Prerequisite to the Exercise of Powers under the Urban Redevelopment Law (URL) deemed to be blighted form ofr revenue bond. Cecil McLendon, City Attorney gave an overview oft the item reporting that the parcels are Chris Eldridge, City Attorney reported that the URL is the funding mechanism to do the work, a Council held discussion on the Urban Redevelopment Law. Council discussed concerns with not seeing the parcel list before the: meeting, previous issues with communication, properties on the list that should: not be included in the Special Service District (SSD). The consensus ofthe Council was to bring the item back once the concerns ofthe Council are resolved. VIII. CONSENT AGENDA Council Member Yeoman made a motion, seconded by Council Member Evans to approve the Consent Agenda removing items B, D, H: and I. Council Member. City Manager Monthly Report City Manager Chris Eldridge reported that the there was a good turnout at the Range Water Ground Breaking, Phase II City Center will be presented at the October meeting, addressed homeless concerns, concerns with Marta Police Officers, legal is working on Police Foundation, would like to establish the Doraville Conventional Business Bureau, reported that the Planning Department is full staff, Community Development Austin Shelton submitted the Safe Streets grant(RFQ) it will go out before end ofmonth, working with vendor to repairs oft the asphalt at the bottom oft the hill, staff completed improvements on Winters Chapel pedestrian crossing, October 13 Movie Night, 28th Trunk or Treat and mentioned that volunteers are: needed. Public Works has started their Leafvacuum pre-season preparation, Chamblee purchased three new trucks quarter million apiece, will send out reminders to all residents. Reported that the general fund came in at $19.47 million, the budget was created at 9: mils, salary adjustments were made with a merit increase from 1-8% with 6%1 being the median. added ai new Dual Role ofl Deputy City Clerk and HR Specialist, E911 has ai major decline as a result of being apart of the general fund, the Pension plan was also included at 1.1 million.
