Avenue Doraville, Georgia 30340 Meeting Minutes 6:00 p.m. Shanta J. Bingham City Clerk I. CALL TO ORDER- Mayor Joseph Geierman called the meeting to order. II. ROLL CALL Council Members Gerald Evans, Andy Yeoman, Christopher Henshaw, Maria Alexander, Stephe Koontz and Warren Simmons. III. APPROVAL OF MEETING AGENDA Council Member Henshaw made a motion to approve the October 11, 2023 meeting agenda as presented, seconded by Council Member Alexander. Council Member Yeoman made a motion, removing item A. from the Consent Agenda AYES/YES: Council Members Koontz, Evans, Henshaw, Alexander, Simmons and to New Business. Yeoman Nays/No: none Abstain: none IV. PROCLAMAMATIONS AND RECOGINITIONS A. Proclamation: National Arts / Humanities Month Presented by Mayor Joseph Geierman to Doraville Art (DArt) Mary French. Mary French accepted the Proclamation and addressed the Council and those in attendance. Doraville Seniors expressed appreciation to Grace Lim with IC Bank and resident Mayor Geierman gave a two-minute recess for those wanting to leave the V. DORAVILLE SENIORS: SPECIAL RECOGNITION Charlene Fang for their support. meeting. VI. CONSENT AGENDA VII. REPORTS AND PRESENTATIONS-none VIII. UNFINISHED BUSINESS A. Fence Heights Mayor Geierman led the discussion on the item. Community Development Director Shelton gave an overview of the item. Council asked staff to explore a text amendment allowing for greater fence heights in residential areas. Staff to conduct research as requested and will bring back to the meeting on Monday. Council held discussion on the proposed fence height changing from 6ft to 8ft and changes that will be potentially incorporated. Director Shelton to bring back City Council Regular Meeting Minutes 2023.10.11 illustrations of the proposed height changes at the next Council Meeting. Council isi in consensus and agrees to change the fence height to 8ft. Staff to bring back drawings at the next Council Meeting (Monday October 16,2023) for consideration. B. Ordinance Amending Exhibit "A" To Ordinance No. 2023-29, Adopting Cecil McLendon, presented the item to Council. Council held a discussion. Council Member Yeoman presented an updated parcel list from the original list from what Council voted on in June. Council Member Simmons thanked Council Member Yeoman for the changes. Council Member Alexander asked how will the City correct the incorrect tax filing asked for clarification on where the City is at with catching up on the URA bond filling? Mr. McLendon to report back on Wednesday October 18, 2023 after speaking with Dekalb County. Council Member Henshaw thanked for the updated list, Council Members Koontz and Evans are fine with A Special Service District the list as is. IX. NEW BUSINESS A. Memorandum of Understanding by and between the City of Chief Atkinson presented the item to Council. Council held discussion. Council Member Yeoman discussed tabling until the next meeting requesting Staff to draft a Resolution earmarking all monies be allocated for Public Safety Initiatives. Council Member Simmons would like to see revenue sharing goes towards sidewalks, Council Member Alexander agrees with State Law and would ask that sidewalks be relative to the schools. Council Member Henshaw agrees with earmarking funds for public safety, Council Member Evans reported being fine with the presentation as is, received request for shelters at bus stops to help with inclement weather, Council Member Koontz agrees with earmarking money for Public Safety where cameras are located. Resolution to be added to Doraville and Dekalb County School District Wednesday's meeting for discussion. A. New Holiday Lights Chris Eldridge, City Manager introduced the item. Council had a discussion and the consensus is to make it as broad as possible selecting, more non- denominational options. City Manager Eldridge recommended limiting Georgia Power light usage on poles, adding seasonal banners on a quarterly basis. City Manager Eldridge suggested working on Peachtree and then next year will revisit the locations. City Council Ad-Hoc Committee Council Member Andy Yeoman led the discussion. Council had a discussion regarding challenges with finding volunteers for committees, and ways to improve engagement. City Manager Eldridge had a discussion on ways to improve community engagement, will prepare something for Council by the November and will prepare to hold something in the new year. . Discussion on allowing chickens to be kept in R1 zoning Council Member Henshaw led the discussion on allowing chickens and asked that staff look at what other neighborhoods are doing. Council had a discussion on City Council Regular Meeting Minutes 2023.10.11 the possible implications with allowing chickens in the community. Council was inc consensus to not allow chickens in R1 zoning. D. Light Pollution Council Member Henshaw presented Light pollution to the Council, asked that Legal and City Planning work together to create a Resolution. Council had a discussion and the consensus is to work with Legal and Staff to create a Resolution regarding light pollution. E. Permit Discussion (Lotus Grove) City Manager Chris Eldridge presented the item. Mr. McLendon recommended hold off until the next Commission meeting until a more defined policy is agreed upon. Council held a discussion on the permitting process with changes to the permitting expiration date. The consensus is for staff to come back with short timeframe at the next Council Work Session on October 18, 2023. X. OTHER BUSINESS XI. EXECUTIVE SESSION If required for Land, Legal or Personnel Matters Council Member Henshaw made a motion, seconded by Council Member Alexander to discuss land, legal or personnel matters at 8:07 pm.
