CUP-23-05 - Request for a Conditional Use Permit (CUP) for an accessory alcohol license for a billiards parlor for the property located at 5090 Buford Highway, Suite 201, in the Intown Plaza shopping center. Presented by Community Development. (Second Read) Austin Shelton, Director of Community Development provided a summary of the requested CUP for an accessory alcohol license for a billiards hall. The recommendation of staff and the Planning Commission is denial of the application. Charlene Fang, a resident, addressed the Council apologizing to Staff: Mr. Yung Chow, a Mandarin interpreter hired by applicants Karen Wang and Jing Zhao. Austin Shelton, Director of Community Development gave a summary of the item. Council Member Henshaw discussed the item with being in favor of adhering to the standards of an 8 ft fence. Council Member Yeoman discussed the variance process and also mentioned that sections of the Code need to be revised where 6f ft fences are Council Member Henshaw made a motion to approve A-23-10, and Council Member AYES/YES: Yeoman, Evans, Simmons, Henshaw, Koontz, and Alexander (Second Read) addressed. REPORTS AND PRESENTATIONS A.Doraville Town Center Presented by Community Development/City Manager Chris Eldridge introduced the item. Doraville Town Center update. Chris Mutter and Craig, Gary, and Paul with Filippo Civil Design gave a summary of the Mayor Geierman requested that the meeting be edited to a video clip with the plans will be provided for public access on the City's social media platforms. The City Council discussed concerns with the conceptual designs. X. NEW BUSINESS A. A-23-11 - Consideration and adoption of an updated official zoning map for the City of Doraville. (Public Hearing) (First Read) Austin Shelton, Director of Community Development gave a summary of the updated zoning map for the City. Staff and Planning Commission recommended approval. Mayor Geierman opened/closed Public Comment. No public comments. There was no Commission discussion on the item Council Member Evans made a motion to waive the first read, seconded by Council Member Koontz. COUNCIL COMMENTS Council Member Yeoman mentioned that he received complaints regarding the removal Council Member Henshaw also mentioned that he drove by the construction site, and Council Member Simmons's staff and Council Members are always available to hear concerns, mentioned that Early voting started today, and New Peachtree backs up at 5 pm. The city will look at syncing the lights, and addressed concerns Council Member Alexander mentioned that about 35 trees were removed near Oakcliff and asked that staff ask the Vendor about a donation to the tree bank. Council Member Evans thanked staff and was excited about the presentation. Council Member Koontz mentioned that she saw the comments on Next Door and addressed concerns with the building of affordable housing. Mentioned that City Hall is not closed, go out and vote.
