Human Trafficking Presentation- Presented by Sergeant Sandra Pawar, with the Salvation Army IX. UNFINISHED BUSINESS A. Consideration of a Ordinance Amending Section 23-615 to Create Certain Requirements Short-Term Vacation Rentals in the City of Doraville. (First Read) City Attorney Cecil McLendon gave an overview of the changes to the Ordinance. The council discussed the proposed changes and provided feedback. Council addressed concerns by asking for Identification for rentals, 24-hour contact for the property in case of emergency, clause for renting out individual units, mentioned Swimly and renting out swimming pools for parties, requested leaving the app out and requiring homeowners to rent the entire house. B. Memorandum of Understanding by and between the City of Chris Eldridge, City Manager gave an overview of the item. Council Member Henshaw asked that staff Council had a discussion and expressed being in favor of the appointments. Council Member Alexander to reappoint Sergio Monzalvo and Doug Edwards to the URA, Council Member Henshaw seconded the motion. Consideration to approve a text amendment to amend Sec. 5-7 (f) (1) regarding permit expiration. Austin Shelton, Director of Community Development and Chris Eldridge, City Council Members discussed concerns with, the issuance of permits, time frames, and what permits will require the City Manager's approval. Staff will make the requested changes and bring them back for Council approval. Manager gave an overview of the item. Council decided not to waive first read. C. Assembly Atlanta/Community Improvement District Funding Cecil McLendon, Assembly Atlanta gave an overview of the item. Council addressed concerns with stormwater, landscaping, and replacement of trees, requested pet waste containers be added to the trail, and the location of Council Member Koontz motioned to approve the Rail Trail Agreement, First Amendment to the Master Storm Water Agreement and the Second Amendment to the Master Maintenance Agreement, Council Member Evans seconded the AYES/YES: Henshaw, Evans, Koontz, Yeoman, Simmons, Alexander the turtle. motion. Council Member Yeoman- no comments Council Member Simmons reported that comments were received about tree limits and lighting near Doral, Chickpea Park, and the trail. Asked the Public Works Director, Chris LaFleur to provide the leaf collection schedule, update on bilingual signage update, Hightower Traffic Plan update, and reminded everyone to vote. Council Member Alexander reminded everyone of the Trunk or Treat event and to watch Council Member Henshaw reminded everyone to vote and wished everyone a Happy out for kids walking around the neighborhood. Council Member Evans thanked the Staff, excited for the Mural and Mini Pitch Park and Council Member Koontz mentioned that she voted quick at the Senior Center in Chamblee, the Art Festival from DArt, Mural Painting, and the Expansion of the Metro City excited for the new Police vehicles.
