ROLL CALL Council Members Gerald Evans, Andy Yeoman, Christopher Henshaw, Maria Alexander and Stephe Koontz were present. Council Member Simmons was  not present.  APPROVAL OF MEETING AGENDA  Council Member Alexander made a motion to approve the November 8, 2023, AYES/YES: Council Members Koontz, Evans, Henshaw, Alexander and Yeoman  meeting. Council Member Koontz seconded the motion.  Nays/No: none Abstain: none  III. PROCLAMATIONS AND RECOGNITIONS  A. Proclamation Recognizing Hunger and Homeless Awareness Week  Accepted by Captain Ashish Pawar, Presented by Mayor Geierman. Captain Pawar addressed the Council and the importance of work Salvation in the community.  IV. - CONSENT AGENDA -none V. REPORTS AND PRESENTATIONS  A. Introduction of Dr. Devon Horton, Superintendent, DeKalb County School District Mayor Geierman introduced Dr. Horton. Discussion of SSD Bond Process Presented  Chris Eldridge, City Manager introduced Doug Gebhart with Davenport and Company a Municipal Financial Advisors and Mark Moore with Alson & Bird. Mr. Gebhart gave an overview of Davenport, the Bond process and how financing the city projects will work works specifically. Mark Moore gave an update on how the bond process will work with the URA, why the bond process works with URA not the DDA. Explained Council Next steps: Determination of "pocket of blight" in the Tank Farm SSD, Adoption of the The council discussed and made comments regarding the proposed bond process. The URA Plan and Resolution will come before the Council at the  Redevelopment Plan and Approval of IGA with the URA.  next meeting for approval. 2024 Council Meeting Dates  A.  Mayor Geierman introduced the item, citing staff challenges. Austin Shelton gave an overview of the proposed Council Meeting changes. The council discussed and shared thoughts on the proposed change to the meeting schedule. Overall, the consensus of the Council was to move toward at two-meeting schedule with the ability to call Special Meetings if needed.  B.  Short-Term Rental Fee and Regulations  China Agu, Finance Director presented the item. Reported that the City is establishing an annual fee of $100.00 effective in. January for renewal time. The Consensus of the Council was to establish the annual fee of $100.00, Discussion Only: Discuss definitions and regulations for yards Austin Shelton, Director of Community Development presented the item. The council discussed this and requested staff to come back with better diagrams. Mr. Shelton mentioned that staff will come back with real-life  add a QR Code to the Fee and Regulations sheet.
