Proclamation Recognizing National Animal Shelter and Rescue Appreciation Week Mayor Geierman presented the Proclamation Recognizing National Animal Shelter and Rescue Appreciation week to Jen Simmons. CONSENT AGENDA - APPROVAL OF MINUTES Council Member Yeoman motioned to approve the Consent agenda with the following conditions: approve the amended meeting minutes from October 18, 2023, and to approve the meeting minutes from October 2023.11.13 Regular Council Meeting (Zoning) Minutes 16, 2023, with the following verbiage to reflect coin-operated machines to coin-operated amusement machines." And to remove the DDA meeting schedule from the proposed Meeting calendar. Council Member Koontz seconded the motion. The motion was carried by unanimous vote (6-0). UNFINISHED BUSINESS A. Consideration of a Ordinance Amending Section 23-615 to Create Certain Requirements Short-Term Vacation Rentals in the City of Doraville. (Second Read) Cecil McLendon presented the item to Council. Council is in consensus with Ordinance as presented. Council Member Gerald Evans motioned to approve the Ordinance amending Section 23-615 to Create Certain Requirements Short-Term Vacation Rentals in the City of Doraville. Council in consensus with the text amendment requests that staff customize the permit application to add timelines and make permit Council Member Henshaw made a motion to approve the text amendment to Section 5-7 (f) (1) regarding permit expiration, applications be available in different languages. REPORTS AND PRESENTATIONS A. Manager's Report Chris Eldridge, City Manager gave an update on the following: tennis courts, new entry doors at Honeysuckle Park, finalizing art for Mural at Honeysuckle Park, restrooms are out for bid, crosswalk scramble, update at Autumn Park, Holiday banners ordered, will go up before the major holiday, Holiday Event will be held December 2nd at Honeysuckle Park, Toys for Tots boxes will be delivered, Public Works implemented a new internal Work Order system, sidewalk connection on Oakcliff Drive, Dekalb preparing for new sewer line collapse, Carver Hills lights installed, will go to Buford Highway bridge next, Police training went great, Police conducted another drug bust at Budgetel including four arrest, over 100 felony arrest, issue with AT&T at Police Department has been resolved, issue with homeless sleeping at City buildings, housing policy seminar, waiting on Georgia Power for digital signs, Locust Grove new plans received, issues with OTC and alcohol license, Mayor Geierman requested that staff respond to voicemails, asked ifa Charter change is needed to reflect the new Council schedule and thanked staff for looking for alternative ways to meet the requests of upgrades to Finance software. the tennis courts. 2023.11.13 Regular Council Meeting (Zoning) Minutes 3 Council Member Alexander asked if staff has prepared a cumulative letter to Dekalb County Commissioners regarding Chamblee Council Member Simmons supports Council Member Alexanders request to draft a letter to Dekalb County Commissioners regarding Council Member Yeoman addressed concerns with tennis courts, lighting at parks, and address fencing concerns, Lodge Atlanta update Council Member Henshaw asked about the fence, downed cooper lines on every street and would like them cleaned up and asked that staff Council Member Evans in support of letter for annexation, requested clarification regarding location of a sidewalk in OakCliff. Council discussed refund options to those that paid and time frame of distribution of refunds from the County and concerns with whether staff had forwarded addresses to the tax collector's office. Council Member Alexander made a motion to approve the Resolution of Necessity Prerequisite to the Exercise of Powers under the Urban Redevelopment Law regarding the Special Service District, seconded by under the Urban Redevelopment Law Council Member Henshaw. COUNCIL COMMENTS Council Member Yeoman reported that former Council Member Cohen Morris Council Member Simmons asked the public to help animals around the Council Member Alexander reminded everyone of the run-off election on Council Member Koontz- thanked the residents that voted for the Bond Referendum, important for staff to see redevelopment, excited to build a new library and Arts Center and believe that everyone will enjoy it. Council Member Evans- reported that there is great artwork in Bernard Halpern Park, thanked staff and congratulated Mayor Geierman on another Council Member Henshaw reported that Flu shots are available, walking pneumonia is making its way around Dekalb County Schools and wished Mayor Geierman reported that the Runoff Election is December 5, 2023, at the Civic Center, early voting days and reported that several Council Members will attend the National League of Cities Summit, mentioned that passed the bar in Ohio and sworn in today.
