City Council Special Called Meeting  ATTENDEES  Shawn Allen, Councilman John Hendrix, Councilman Jerry Harkness, Mayor Andrew Ferguson, Councilman  Donnie Bennett, Councilman Mark Musselwhite, Interim City Manager Thomas Mitchell, City Attorney Megan Chastain, City Clerk  The February 21, 2023, Demorest Special Called Meeting was held in the Demorest Municipal Building  located at 125 Ivy Street. AGENDA ITEM 1: INVOCATION Mayor Harkness opened the meeting by leading in prayer. AGENDA ITEM2: CALL TO ORDER Mayor Harkness called the meeting to order at 6:02 p.m. AGENDA ITEM3 3: APPROVAL OF AGENDA  Mayor Harkness called for a motion to approve the agenda as presented. A motion to approve the agenda as presented was made by Councilman. Allen and was seconded by Councilman Ferguson. ACTION: The motion to approve the agenda as presented was unanimously approved (4-0).  AGENDAI ITEM 4: APPEARANCE AND PUBLIC COMMENT  Lynn Percy asked council why appearance and public comment was at thet top oft the agenda when you don't know whati is going tol bet talked about until its discussed. Ms. Percy requested that it be added to the bottom oft the agenda perhaps before Executive Session. Councilman Allen stated two years ago that there use to be two sections for public comment, one at the beginning to comment about anything in general and one at the endi fori items discussed ati the meeting. Mayor Harkness asked that Mrs. Chastain  start adding public comment ati the beginning as well as the end. AGENDAI ITEM5: CONSIDERATION OF SPRING PARK FINAL DRAWING  Councilman Hendrix stated that on. June 29, 2021 council authorized ADC1 to draw the Spring Park Renovation Design. Fred from ADCI has advised to have the completed detailed drawings finished for the building before continuing. Councilman Hendrix stated the cost was approximately $6,000 andi that we are within budget. To save expenses, the recommendation: from ADCi is to remove their final inspection. The drawings can be ready in approximately two weeks in an effort to be on schedule with having the  1/Page    bathrooms built by the fourth of. July. Councilman Hendrix stated they simply need a motion and a vote for ADC to finish the detailed construction drawings of the bathroom. AI motion was made by Councilman Allen to finalize the drawings and was seconded by Councilman Bennett. ACTION: A motion toj finalize the drawings was unanimously approved (4-0).  AGENDA ITEM 9: CONSIDERATION OF MOTION TO ENTER INTO EXECUTIVE SESSION (if needed) A motion was made by Councilman Hendrix and was seconded by Councilman Allen to adjourn and reconvene in Executive Session for the purpose of discussion of personnel. This portion of Regular  Session adjourned at 6:10 p.m.  Ar motion was made by Councilman Allen and was seconded by Councilman Ferguson to come out of Executive Session and reconvene in Regular Session. The motion was unanimously carried, and Regular  Session reconvened at 7:20 p.m.  AGENDA ITEM: 10: MOTION TO ADJOURN  A motion to adjourn was made by Councilman Allen and the motion was seconded by Councilman Bennett.
