CITY OF CLEVELAND CITY COUNCIL MEETING APRIL 8, 2019 MINUTES CITY COUNCIL MEETING Mayor Shan Ash at 6:30 p.m. The City Council Meeting of the Mayor and Council ofthe City of Cleveland was called to order by COUNCIL MEMBERS PRESENT: Nan Bowen, Annie Sutton, Kevin Stanley, and Bradley Greene. On motion by Annie Sutton, seconded by Nan Bowen, in favor - Kevin Stanley and Bradley Greene, and carried unanimously, the Mayor and Council voted to approve the agenda for the April 8, 2019City APPROVALOF AGENDA Council Meeting. CHIEF JOHN FOSTER-) POLICE DEPARTMENT ChiefJohn Foster, Police Department, reported on the Freedom Event held at Truett McConnell University. The University hosted former governor of Arkansas Gov. Mike Huckabee, Saturday, April 6,2019. ChiefFoster and his team were aj part oft the: security detail. The event went well and without incident. GRANT KEENE-CITY ATTORNEY session concerning real estate. Grant Keene, City Attorney, did not have new business to: report, but will have an item for executive TOM O'BRYANT-CITY ADMINISTRATOR 1. Cleveland United Methodist Church has signed the easement deed for the city to construct the sidewalk on East Underwood Street and the corner ofQuillian Street. All deeds along the route oft the sidewalk to Freedom Park have been obtained. The project is now out for bid. The bids On motion by Bradley Greene, seconded by Nan Bowen, in favor - Annie Sutton and Kevin Stanley, and carried unanimously, the Mayor and Council voted to accept the delivery ofthe limited warranty deed from Cleveland United Methodist Church for the sidewalk project on East 2. The City has expended its funds from the first SPLOST voted in White County. The funds were dedicated to streets, roads, and bridges. Throughout the years, the city has repaired numerous streets, installed culverts, participated in the improvements to NOK Drive to Babyland, and constructed Wilford Ash Parkway. Mayor Ash commented ofhow Wilford Ash Parkway has On motion by Bradley Greene, seconded by Kevin Stanley, in favor - Nan Bowen and Annie Sutton, and carried unanimously, the Mayor and Council voted to close the banking account for are due by. City Council Meeting April 8, 20191 Minutes Page Two NEW BUSINESS 1. Public Comments - Beth Truelove informed the council oft the Downtown Merchants Alliance. The group have plans to hold several events in the upcoming months. The group helda chocolate stroll on the square and estimated approximately 125 new: faces visiting the stores. Ms. Truelove thanked the city for continuing the program of planting flowers on the square for spring and summer. Ms. Truelove commented on the improvements ofNix Hardware and Mayor Ash informed ofthe letter sent by the White County Historical Society thanking the city for its donation to the potter's statue. The statue should be installed this week. Annie Sutton thanked the city for filling ini the potholes. Ms., Sutton asked about the requirement to install memorial crosses around the square. Ms. Sutton was informed the organizer would need to receive property owner permission, make sure they are. not installed on DOT right-of-way and register with the city as temporary" signs. The council discussed the location of utilities. The concern would be those that have irrigation systems, which are buried deep. Other utilities are buried deeper and the crosses should not affect the lines. Nadine's on the square. OLDI BUSINESS 1. The minutes ofl March 4, March 11, and March 18, 2019 were signed.
