Manager Thomas Mitchell, City Attorney Megan Chastain, City Clerk The. January 25, 2023, Demorest Special Called Meeting was held in the Demorest Municipal Building located at 125 Ivy Street. AGENDA ITEM: 1: INVOCATION Mayor Harkness opened the meeting by leading in prayer. AGENDA ITEM2: CALLTOORDER Mayor Harkness called the meeting to order at 5:00 p.m. AGENDA ITEM3: APPROVAL OF AGENDA Mayor Harkness called for a motion to approve the agenda as presented. AI motion to approve the agenda as presented was made by Councilman Allen and was seconded by Councilman Hendrix. ACTION: The motion to approve the agenda as presented was unanimously approved (3-0). AGENDA ITEM 4: APPEARANCE AND PUBLIC COMMENT Councilman Allen stated we are having this meeting because there are some administrative things that have deadlines before the next meeting and that in the past we have had two separate meetings and he feels like we should revisit having two meetings a month. Mayor Harkness feels like we: should look at each meeting objectively and decide whether we need one meeting or two. Harkness stated that meeting is expensive for the tax payers and we need to keep that in mind but also make sure we are getting city business done. AGENDA ITEM! 5: CONSIDERATION OF MPE PURCHASE ORDER Mr. Musselwhite presented a purchase order that MPE is requesting. He stated that the aerator pumps are on their last leg and one motori froze back during the Christmas freeze. They plan to rebuild the motors as back up. Mr. Musselwhite stated Fletcher and MPE were planning on replacing all of them soon but being that one is down they are needing to move forward. According to Mr. Musselwhite, Bryan is aware and has recommended and signed off on the purchase. Mayor Harkness called fora 1IPage motion. AGENDA ITEM 6: CONSIDERATION OF QUALIFYING FEES Mayor Harkness presented a resolution to set the qualifying fees for the upcoming elections in November 2023 for two seats. In the past, the fee has been $100.00. Mayor Harkness called fora motion approve. AI motion was made by Councilman Allen and was seconded by Councilman Ferguson ACTION: A motion to approve the qualifying fee of $100.00 was unanimously approved (3-0). to approve the qualifying fee of$100.00. AGENDA ITEM7: CONSIDERATION OF CIGNA BINDER CHECK Mayor Harkness said afters switching to CIGNA, we owe a binder check of $14,159.00. Mr. Musselwhite said this a requirement that will be applied to the first month bill so the first bill will be $14,159.00 less. Ar motion to approve the binder check in the amount of $14,159.00 was made by councilman Allen and ACTION: A motion to approve the GIGNA binder check in the amountof$14,159.00 was unanimously seconded by Councilman Hendrix. approved (3-0). AGENDA ITEM 8: CONSIDERATION OF STIFEL AGREEMENT Moody's selected our city to possibly get a new bond rating for both bonds. Mayor Harkness presented a Stifel Agreement from Stifel, Nicolaus & Company which stated they would help us with our bond rating for at fee of $10.00. Mayor Harkness called for a motion. AI motioni to enter into the agreement with Stifel, Nicolaus & Company for the fee of $10.00 was made by Councilman Allen and was seconded ACTION: A motion to enter into the agreement with.
