The Carl Junction City Council met in special session on Tuesday November 14, 2017 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Bob Cook, Don Marshall, Roger Spencer, Mike Burns, Jeff Hammons and Randy Hutcheson. City Aldermen LaDonna Allen and Richard Zaccardelli were absent. Also present were City Administrator Steve Lawver and City Clerk Maribeth Matney. REVIEW AND APPROVE BIDS FOR HEALTH INSURANCE Steve reported that wei received bids from Insurancenter from Anthem and UHC for our health insurance which renews 12/1/17. Our renewal from BAS came in at $746.05, 1395.84, 1246.61,2051.90: for the 4 categories. Anthem is $622.55, 1245.09, 1089.47, 1712.01 for the 4 categories. BAS total per month is $38011.34 and Anthem would be $32683.88. These numbers are based on our employee census. The savings is about $5300/month. The coverage's between the 2 plans are almost identical. Anthem isl Freeman only and BAS ifFreeman & Mercy. Steve said that there were not many Mercy claims last year. The other difference is BAS uses Quest for lab work and Anthem uses Lab Corp. BAS pays by date the claim is submitted and Anthem is by date ofs service. Anthem willl honor the deductibles that the employee's! have met this year but not the out of pocket. Steve is recommendingi that we go with BCBS Preferred 31 plan. Mike Burns asked about the different deductibles and out of pocket on thel Preferred 35. Randy Hutcheson asked about the asterisk. Steve said thati it meant it had to go through underwriting review but we. have already done that. Mike Burns expressed concern about the impact on1 the budget and Mayor Powers said that we really have no choice right now. Jeff Hammons asked what the employees contribute. It was responded that we pay 100% oft the employee andi if dependents are on it they pay 20% oftheir coverage. We currently have 51 families, 10 employee and children, 4 employee and spouse and 12 employee only. There was considerable discussion about whether the employee should start toj pay aj percentage or raise the dependent amount that they have toj pay. It was stated that the employee's will have to help share the burden oft thei increases. Mayor Powers said we do not need to make that decisioni tonight but we. just need to decide on thej plan tonight. Steve said right now iti is an 80-20 split on dependent coverage. There was also discussion about the Anthem Preferred 31 and Anthem Preferred! 35 plans. The City Clerk stated that we usually offert two plans and those might bei the 2 we want to offer. Some employee's might prefer the Preferred 35 plan ifthey don'tgot to the doctor al lot. Steve suggested wej just offer the one. It was asked ifv we had talked to the employee's. Steve said no since we just got the numbers in. There was al lot more discussion about the employees and whether they should help with the costs. Steve said that thel Preferred plan is al hybrid selfi insured plan. Ifwe! have extra funds at the need oft the year we might get 70% oft that money back. City Clerk stated that BAS has no run out plan. Ifclaims are submitted after 11/30/171 they will not be honored. The council said that we need to make sure the employee's are aware of that. JeffHammons motioned to go with Anthem BCBS Preferred 31 plan with the option to change the employee's! percentage of co-pay. Roger Spencer seconded. All in favor. No opposed.
