The Carl Junction City Council met in regular session on Tuesday October 03, 2017 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Jeff Hammons and Randy Hutcheson. Alderman Bob Cook was absent. Also present were City Administrator Steve Lawver, City Clerk Maribeth Matney and City Attorney Mike Talley. AGENDA Mike Burns motioned toi remove item #7 fromi the agenda (MAPS). Roger Spencer seconded. Alli in favor. No opposed. Roger Spencer motioned to approve the agenda as amended. Mike Burns seconded. Alli in favor. No opposed. LaDonna Allen motioned to approve the consent agenda. Richard Zaccardelli seconded. Alli in favor. No opposed. PUBLICFORUM Roger Burrows, 121 Briarbrook Drive, addressed the council about changing his street name. He lives on Briarbrook Court and no one can findi it. He would like to change it to Tee Court since iti is offofTee. Lane. Hei is the only house on the street. It was stated that we would have to pass an ordinance. REVIEW AND APPROVE SCADA BIDS Steve Lawver reported that we received 3 bids: Automated Control Solutions LLC $70,940.00; Microcomm $83,428.00; Crews Construction Inc $94,000.00. Kurt at Allgeier Martin & Associates are recommending that we approve thel bid from ACS as he is the apparent low bidder. Steve agrees with Kurt's recommendation. Hei is also recommending that we do not do the 2"d, year maintenance agreement which would lower the cost to $60,140. Currently we are running the wells manually. We are redoing the whole system and doing away with the radios and using cell. LaDonna Allen motioned to accept the recommendation and award the bid to ACS without the 2m4, year maintenance fee. ORDINANCES LaDonna Allen motioned toj put "AN ORDINANCE APPROVING THE EXCHANGE OF PROPERTIES BETWEEN THE CITY OF CARL JUNCTION, MISSOURI ("CITY") AND THE BRIARBROOK COMMUNITY IMPROVEMENT DISTRICT ("BCID") BY SPECIAL WARRANTY DEEDS, PURSUANT TO A MEMORANDUM OF UNDERSTANDING BY THE CITY AND THE BCID DATED SEPTEMBER 19, 2017, THE PROPERTY TO BE TRANSFERRED BY THE CITY BEING LOCATED IN THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER OF SECTION 16, TOWNSHIP 28, RANGE3 33, CITY OF CARLJUNCTION, JASPER COUNTY, MISSOURI, AND' THE: PROPERTY TO BE TRANSFERRED BY THE BCID LOCATED IN THE SOUTHEAST QUARTER OF THE SOUTHWEST QUARTER OF SECTION 9, TOWNSHIP 28, RANGE 33, IN THE CITY OF CARL JUNCTION, MISSOURI, BOTH PROPERTIES AS MORE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE; AUTHORIZING THE MAYOR TO EXECUTE SAID SPECIAL WARRANTY DEED TO BE DELIVERED TO THE BCID FOR. The council reviewed the Administration report. Richard Zaccardelli asked about the Schuber Mitchell subdivisions. Steve reported that there were some engineering changes that needed. There was discussion about lots size. Steve stated that all the lots were Public Works- there was nothing to add. JeffHammons asked about our sewer line. Jimmy said iti is all done butt the clean up. LaDonna Allen thank Jimmy for his hard work on preparing the parks for the Bluegrass Festival. The parking lots have been chipped and sealed. Steve said they forgot thes small parking lot. It was statedi thati it was in good shape but Steve said he would likei it Police Dept. - there was nothing to add. There was some discussion about keeping Lone Elm and Fir Road a 4 way stop. Richard asked the PD to check out a truck parked between houses on Par Lane. Jeff stated that the Chief would like to have al PF done anyway tol keepi it in good shape. Committee meeting to discuss adding laundry facilities. Building Insp report - there was nothing to add. COMMITTEE REPORTS Budget/Finance - Mikel Burns had nothing to report. Code/Nuisance- - Don Marshall had nothing to report. Human Resources - Roger Spencer had nothing to report Public Facilities & Planning - LaDonna Allen asked to schedule a meeting for 10/17/17 at 6:301 to1 take a look at the Chief's request. Senior Citizens Richard Zaccardelli said the Seniors have been busy. They are having ai flu shot clinic 10/12/17. Mike Talley reported that we have ai new Judge on the Boyle litigation case. Itis Judge Nicholas. He said Boyle's attorney has filed a motion to amend his petition. He is trying to find out more information on that. They asked for an extension oft time to UNFINISHED BUSINESS complete thei interrogatories and it was granted. Hej just wanted to update the council on1 the case. NEW) BUSINESS Stevel Lawver reported that wei met with our health insurance provider with our renewal. It was as significant increase. They went back andi relooked at a couple of cases and we received ai new set ofnumbers but iti is still quite an increase and Steve has started the process ofbidding out our healthi insurance.
