Demorest Municipal Conference Center . 250, Alabama St Demorest, GA. 30535 ATTENDEES: Shawn Allen, Councilman Donnie Bennett, Councilman Jerry Harkness, Mayor Jimmy Davis, Councilman Andrew Ferguson, Councilman Megan Chastain, City Clerk Thomas Mitchell, City Attorney Mark Musselwhite, City Manager The May 7, 2024 Regular Session was held in the Demorest Municipal Conference Center located at 250 Alabama Street. 1. INVOCATION Mayor Harkness opened the meeting by leading in prayer. 2. CALLTO ORDER Mayor Harkness called the meeting to order at 7:00 p.m. 3. APPROVAL OF AGENDA Mayor Harkness requested to amend the agenda making number 7 as a first read, add FIRST READ OF BUILDING CODE REGULATIONS as new number 8, add FIRST READ OF BUSINESS LICENSE ORDINANCE as new number 9 and add FIRST READ OF UTILITY WATER ORDINANCE as new number 10. Amotion to accept the agenda as amended was made by Councilman Allen and seconded by Councilman Davis. ACTION: The motion to approve the agenda as amended was unanimously approved (4-0). 4. APPEARANCE & PUBLIC COMMENT (please limit your comment to 2minutes) 5. APPROVAL OF MINUTES - March 23, March 27, April 9, April 15 & April 22 No comments were made. Mayor Harness called for a motion. Councilman Allen requested a copy of all the attachments from the retreat minutes bei include with the minutes. A motion was made by Councilman to accept the minutes as presented from March 23, March 27, April 9, April 15 and April 22 and was seconded by Councilman ACTION: The motion to approve the minutes as presented was unanimously approved (4-0). CONSIDERATION OF CEMETERY ORDINANCE (2nd READING) Mayor Harkness announced that this is the second reading and explained that the ordinance presented defines a lot ofv what our current ordinance is missing. Mayor Harkness requested to strike the last sentence on section 27-11 on page 7 and to strike section 27-10 (a) on page 7. Mayor Harkness asked for any other changes and then called for a motion. A motion was made by Councilman Bennett to ACTION: The motion to adopt the ordinance as changed was unanimously approved (4-0). 7. CONSIDERATION OF REVISION OF LICENSE FEE ORDINANCE-INSURANCE COMPANIES (157 adopt the ordinance as changed and was seconded by Councilman Davis. READING) Mr. Musselwhite announced the licenses fee fori insurance companies would be changed from $25 to $40 and will go into effect in 2026. This is a first read. 8. BUILDING CODE REGULATIONS (1ST READING) Mayor Harkness explained that is a first read to modify our ordinance to allow the Fire Chief/Code Enforcement Officer to enforce code. 9. BUSINESS LICENSE ORDINANCE (157 READING) Mr. Musselwhite explained that this ordinance is to clean up and update our current ordinance. Thisi is at first read. 10.HYDRANT METER ORDINANCE (157 READING) Mayor Harkness explained that this ordinance is to charge for stealing as well as clean up the current ordinance.
