The Carl Junction City Council met ini regular session on Tuesday June 20, 2017 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Bob Cook, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Jeff Hammons. Aldermen Don Marshall and Randy Hutcheson were absent. Also present were City Administrator Steve Lawver, City Clerk Maribeth Matney and City Attorney Mike Talley. AGENDA Richard Zaccardelli motioned to approve the agenda as presented. Roger Spencer seconded. Alli in favor. No opposed. Richard Zaccardelli to approve the consent agenda. Roger Spencer seconded. Alli in favor. No opposed. PUBLIC FORUM Russ Bingman, 10265 Agatha Lane, Joplin MO addressed the council for Tammy Greenburg. He thanked the council for letting them speak. He stated that both he and' Tammy grew up in Carl Junction. He is here to appeal on Tammy's behalf since she can'tspeak for herself. She has ALS, isi in a wheelchair and lives on Marie Lane. Thej problem is that she can'tget around to even get her mail since there are no sidewalks. Hel has contacted the City about it and he would be willing toj pay for itl himself ifit can be done, but it needs to be done on a larger scale to benefit all the residents. He built Tammy a small ramp buti iti is not ADA standards. Ita also blocks the gutter somewhat. Hei is fearful for her safety sincet there is more traffic due to the bridge closing. Hei is asking ifthe city willl help put some pressure on the owner toj put in the sidewalks. Steve Lawver stated that hel has contacted thei manager and she was contacting the owner to see ifhe would approve it. It would be 5' wide and 400' long. Hel has notl heard back yet. There was a lot of discussion about that was built for the elderly and was wondering why it was not built to. ADA standards. There was al lot of discussion about sidewalk along Marie Lane. It was also mentioned that if they buy the materials we would pour the sidewalks. Mayor Powers also suggested that they call the State representatives if the owner does not want to put them in. Steve said that Independent Living Center would do ai free assessment on1 thet needs of the tenants in that area. REVIEW AND APPROVE PD CAR] BIDS option. JeffHammons seconded. Alli ini favor. No opposed. Chief Haase reported that they received only one bid and it was Joe Machens for $25498. The trade in willl be $5300. He stated that he would like to add a rear warning system for $280.00. Richard Zaccardelli motioned to approve the bid with the extra REVIEW AND APPROVE INSURANCE BIDS FOR 1203EPENNELL Steve reported he received2 2 bids on insurance for 1203 El Pennell. MIRMA does not] provide coverage: since iti is being used asar restaurant and we have no sprinkler system. State Farm quoted $1977/annually and Insurancenter quoted $4738/annually. Hei is recommending we go with State Farm. JeffHammons said that we need to relook ati it since itl has some: insurance coverage we won't need. There was discussion on what we own, replacement costs and liability. Mayor Powers suggested that Steve Lawver and. Jeff Hammons get together to review it. REPORTS The council reviewed the Administration: report. Mike Burns asked about the sewer line. Steve reported that AMA couldn't find damage by walking it. Monday ACE pipe came in and cleaned and cameraed it and found rock but not the problem. The rock they found was old rock not new: rock. ACE will come back again to do another section. Wel have a couple of manholes leaking but thati is not the big problem. It was stated that we need to do repairs as we: find them. There was al lot of discussion of where the lines are and where thei infiltration could be. Richard Zaccardelli askedi ifwel had received any money on the wall on Cambridge yet. Steve said no. Bob Cook asked if we had done anything about the house on Terrill Lane. Steve said no that the Chief had got volunteers together and they helped them. Bob Cook then asked about the online bills and ifa decision had been made. Mike Burns reported that it would reduce our costs. He talked to the Post office and left with more questions then answered. He asked that our quotes on Police report - Chief Haase stated that they had their speed trailer on Marie Lane and thel highest was 37 MPH. They can't build up speed because iti is too short ofa street. The bridge is coming along fast and the thefts in Briarbrook appear to bej juveniles. They have hired a full time dispatcher to replace Alaina since she moved to court. He said that the 4 way stop at Lone Elm and Fir the e-maill billing and address certification be ini the next packet for discussion. PWI Dept. report - there was nothing to add. Road has been a good thing. There was also some discussion about golfcarts being everywhere ini town. Building Inspector report - there was nothing to add. Budget/Finance - Mike Burns had nothing to report. Code/Nuisance- - Steve Lawver stated that we need to schedule a meeting. Human Resources - Roger Spencer had nothing to report COMMITTEE REPORTS Public Facilities & Planning - LaDonna Allen said that they met last Wednesday with the Cultivator Club and Richard Donham. They discussed thej pedestrian bridge andi it willl be a 18 span, Empire is donating al bridge but there are other materials needed. Itv willl be all volunteer labor. They then discussed repairs to the walking trail, Jimmy has the material and will geti it done when hel has the manpower. We are looking to get chip ands seal bids also. They dids some long term planning such as a community 1 garden, thes sports complex, improvements tol Lakesidel Park partnering with CID onj parking) and the culverts at Memorial Park. They are goingt to schedule another meeting. UNFINISHED BUSINESS Senior Citizens Richard. Zaccardelli had nothing to report. Roger Spencer said that PW did a good job on the ditch. could dot that. LaDonna saidi iti needs tol be NE oft the pavilion. JeffHammons discussed about having ar meeting with BYAA and doing our own sports director. Steve reported that he had a resident donate $100 to put a water spicket at the Memorial Park pavilion. Jimmy said that he LaDonna saidt that thel ballparks are much better and asked if Jimmy has sprayed for mosquitoes.. Jimmy said yes. Mayor Powers said that we need to reschedule our next meeting since it falls on1 the 4" ofJuly. After some discussion LaDonna Allen motioned toi reschedule the meeting to 7/11/17. Mike Burns seconded. Alli in: favor. No opposed. LaDonna also said that they are going to see ifthey can buy land for $1.001 for thej parking lot at Lakeside Park. We also need tol look at] playground equipment for that] park. It will cost about $38,000 to pave thej parking lot and thel Budget andl Finance Committee: need tol look at that. Ity was stated that it will give al North access to thej park since we do not have ar north açcess now. It will also need signage. There was Roger Spencer said that 18 wheel truçks are trying to turn around on Hwy 171. ChiefHaase said that we had toj put NEW BUSINESS some discussion about these improvements. barricades up at Gum and Sunset to stop them from going up there.
