The Carl Junction City Council met in regular session on Tuesday May 16, 2017 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Jeff Hammons and Randy Hutcheson. Alderman Bob Cook was absent. Also present were City Administrator Steve Lawver, City Clerk Maribeth Matney and City Attorney Mike Talley. AGENDA Roger Spencer motioned to approve the agenda as presented. Richard Zaccardelli seconded. All in favor. No opposed. LaDonna Allen motioned to approve the consent agenda. Roger Spencer seconded. Alli in favor. No opposed. PUBLIC FORUM There was no one for public forum. REPORTS The council reviewed the Administration report. Richard Zaccardelli asked about al bypass on Center Creek. Steve said that Heckert sold all that property and it is all private property. Richard said that ifi it is affecting the flooding we need to do something about it. Steve said he would research it. Mayor Powers stated that we: may also have to talk tol EPA and the Army Corps of Engineers. Steve reported that under new business he stated that we need to purchase insurance on our building being rented to Horton's. He has received 2 quotes one for $4500 and the other $1900. He is expecting another bid but is going to try to get one to PWI Dept. report- -J Jeff Hammons asked about the repair and maintenance in the disbursements. It seems like al loto ofmoney. Steve said that we have new pumps at the plant now and the next lift station we will have to address is on Karen Drive. Mikel Burns mentioned that people are parking and blocking the driveways to the Frank Dean parking areas. We might need to put up signs or rebid because they have different deductibles. have the poliçe patrol its some. Poliçe report- - there was nothing to add. . Court report- -1 there was nothing to add. UNFINISHED BUSINESS Mayor Powers asked that Steve report on the utility bills and the post office. Steve stated that we had reçeived 28 bags of returned bills from the post office the other day. The Post Office is stating that the! bar code ini interfering with the address and that we need to change it. Wel have used this software for 7 years and now we. havej problems. Also all the mail goes to! Springfield, nothing stays here. There was discussion about printing the bills by carrier route and also e-mail notifications. Jeff stated he thought e-mail was the way to go. People are going to electronic methods. We are researching all options and will keep the council informed. Steve said that the WWTP solar panels have aj problem. We are using less but the bills are more. Wel have a new representative at Empire Steve also reported that a 4 way stop will be going up at Fir Road and Lone Elm to try to help with traffic when the bridge closes. Steve said that we might alsol look at Peace Church and. Joplin Street. This willl break thet traffic to allow easier access onto Fir Road. There was also discussion about the new bridge at Zora and snowball. That new bridge will be under construction in. July but they are leaving the old bridge. There was a lot of discussion about trying tol help traffic flow during thel bridge construction. Steve then reported that we have discovered we have al leak in our sewer line under Center Creek. After the flooding our flows didn't go down andi it has been determined that wel have al big leaki int the line. Kurt is working on a solution and will get back to and Steve is going to get with them. us. Mayor Powers thanked Steve for ther maps for the council. NEW BUSINESS LaDonna asked about the gym and keeping it clean. Mike Burns asked if we needed a different device to clean the floor. Steve said that we will work with thes staff out front to try to keep it cleaner and stricter on the rules. Steve said he has talked to them Richard Zaccardelli said he is receiving al lot of complaints about a truck parked on the south side of Par Lane. He asked if he had tol have al business license. Steve said not ifiti is a truck he is just driving to and from work. Ifhe is running al business out of Mark McCall was asked about burglaries. Mark responded that they have had several items taken out of vehicles and they are patrolling. They have some suspects. Mark said that if people leave the garage doors open the police officers will knock on the about confronting people and that they can call thel PD: also. his house he would need ahome occupation license. Mayor Powers said to keep Mike Burns ini thel loop on the e-mails regarding software upgrade costs. resident's doors to ask them to closei it butt they don't check vehicles to see ifthey are locked. Human Resources - Roger Spençer had nothing toi report Public Facilities & Planning - LaDonna Allen said that they willl be meeting Tuesday May 231t to tour the WWTP at3 3:00 Senior Citizens Richard Zaccardelli stated that Crystal has been entertaining the seniors.
