The Carl Junction City Council met in regular session on Tuesday May 02, 2017 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Bob Cook, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Jeff Hammons and Randy Hutcheson. Also present were City Administrator Stevel Lawver, City Clerk Maribeth Matney and City Attorney Mike' Talley. AGENDA Roger Spencer motioned to approve the agenda as presented. Richard Zaccardelli seconded. Alli in favor. No opposed. LaDonna. Allen motioned to approve the consent agenda. Richard Zaccardelli seconded. Alli in favor. No opposed. PUBLIC FORUM Rosie Bogart, 214 Lakeview Lane, addressed the council. She is with the CJ Cultivator's Club along with Vicki Kramer. They are here to ask the council's permission tol build al bridge across the creek in! Memorial Park. Jean Roy's memorial was donated to the garden club to go towards this bridge. They are trying to put it all together but wanted the City's blessing before they get too far. They also want to plant some bushes around the pavilion. Once it is built the Cultivator's Club wants to make sure that the responsibility andi liability oft the bridge willl be transferred to the City. Steve stated that wel have talked about] puttingi in some culverts int that creek but not thej part where they want toj put thel bridge. Mike Talley suggested the city look at the plans fort the structure since we willl have liability responsibility. Rosie stated that the bridge would be: 20'-25' long. It was also stated that it needs to be 5' wide for ADA standards. Richard Zaccardelli asked if we could tie ini the veteran's memorial with it. Hel had envisioned a covered bridge with veteran's memorial references. LaDonna Allen said they need to come to thel Public Facilities Committee with their plans when they get them put together. There was discussion about volunteer labor versus hiring someone one to doi it. There was also discussion ofthe culverts and where they are going. It was suggested that the Chamber might be able tol help and that maybe the school program could build the bridge. ASSIGN DESIGNATED SIGNATURES ONCBT BANKING. ACCOUNTS Mayor Powers stated that we need the council to authorize the signatures that will be on our Community Bank & Trust accounts (checking, money market, certificate of deposits and safety deposit box). It was stated that the old signatures were Mike Moss, Maribeth Matney, and Ruby Dunn. The City Clerk also reported that a couple of them still had Jim Wisdom on them. The council stated we needed to get them all corrected. Richard Zaccardelli motioned to put Mark Powers, Ruby Dunn and Maribeth Matney as signatures on all our Community Bank & Trust accounts and remove Mike Moss and Jim Wisdom off the ones that they were on and not to renew our safety deposit box as there is not a need for it anymore. Roger Spencer seconded. All in favor. No opposed. REPORTS The council reviewed the Administration: report. There were no additional questions or comments. PWI Dept. report - reported that we did get some water in the WWTP basement. It got into our control room that has our SCADA system and electric boxes. We do not know if there will be any damage in the future but everything is running for now. There was al lot of discussion as to why it came up so high this time. It was discussed that it might be the new culvert DNR made us put in. It was questioned if we clear the channel and widen iti ifthat would help. Jimmy said thati it was just up a few hours and then right back down. He has never seen it move so fast. Jeff Hammons summed it up by stating that all is working great now but we might have problems down the road. Jimmy said yes. Bob Cook then asked about the walking trail. He does not think we: should ask for money toi repair ita again. Steve said that] hel has no answer now but we are looking at permanent fix to relieve the pressure so thati it won't wash out again. Richard Zaccardelli commented on1 the shut off's. It was down from thej previous months. LaDonna wanted tot thank thel PW for the all work they did. The ball fields will need some work. It was asked about mosquitoes. Jimmy said he has a new fogger that is oill based and will work better. He also said that people need to treat their own yards and there are products that they can do that with. Mayor Powers said that pond in Lakeside Park had some run over and we will need to fix a small spot on the trail. Jimmy said he will look at it. It was stated that] BYAA got their equipment outl before the flood waters hit. Police report - there was nothing to add. Building Inspector report - there was nothing to add. COMMITTEE REPORTS Code/Nuisance -Don Marshall had nothing toi report. Human Resources = Roger Spencer had nothing to report oft the WWTP after things calm downi ifa anyone else wants to go. Budget/Finance- - Mike Burns said he had reviewed the bank statements and they all looked OK. Public Facilities & Planning - LaDonna Allen said that they willl be: scheduling a meeting. They are also going to do at tour Senior Citizens- Richard Zaccardelli stated that Zeldal Fowler passed away and that the Senior Center won an award at the Steve reported that they had aj pretrial for our former court clerk. Jimmy said he would look at it. Bob also stated that Mayor Powers reported that hel has asked Steve to give each council ai map oft their ward (11X17) and thati ifthey have a problem they can mark it on the map and givei itt to him. Steve said he would also send out an electronic version. Mayor Powers also stated that we arel looking into our utility bills. For the last few months wel havel had al lot of problems with our bill cards. Iti is taking 2-3 weeks to get checks in ori receive bills. Our software will sort by carrier and we are checking to see if we sort by carrier ifthey would stay in Carl Junction and not got to Springfield. Steve said last month 2% of our bills didi noti make itt to our residents. Mayor Powers also stated that our software has ar module to allow us to e-mail bills. He would like the budget committee to looki into maybe budgeting fort thes module. Richard Garrett also said we need to encourage direct draft for our residents. Mayor Powers also reminded Mike Burns asked that wel looki into Quail's Nest water drainage problems. Hes stated that cars on the streets had water up to Steve handed out pictures oft the flood damage. He said that the water was moving fast this time. Steve pointed out that the piling on the bridge was cracked. Hei is having the engineers look at it. Another problem is the debris that needs tol be removed from around that area. Hel has started contacting some companies to give us an estimate. BYAA has started cleaning upi the ball parks and are going to use at temporary: fence for now. They plan on starting their ball games Monday. They have asked that the city grade the One other thing Steve wanted to address was the house at 202' Terrill. This is the 2nd time itl has flooded andl he wants the council to consider buying it outt through thel buyout program. Ifv we takei it outi it will make ita all flow better. Itist the house right beside the apartments. Chief has done as good jobi in trying to get help fort them. They are disabled. Cooley branch always flood and Center Creek also backs up into it. Itis an old house. Bob Cook saidt that he is noti in favor ofit. People should be aware oft the danger with they buyi in low land areas. He does noti think this is good use of our tax dollars andi it does not benefit the City. LaDonna Allen asked Steve to talk about our water meters. Steve stated that we: met with our meter company as they willi no longer be producing thel MXU's that we use. They are changing them out since theyl have a protected frequency. Wel have to upgrade our MXU's. Steve saidl he didi not like the options proposed and would like for us to look at going to a fixed base system. That way we can read thei meters from City Hall and not have a person driving around town. Currently it takes them 3 days to read the meters. Wel have submitted all the service addresses to the meter company and they are doing a study oni it to see ifv we can switch tot that there is a car at Chitwood. &. Allen that has been parked for 3-41 months. APPOINTMENT OF WARDI II ALDERMANTOI FILLVACANCY Mayor Powers stated that he would like to appoint Randy Hutcheson to fill our vacancy in Ward] III. Richard Zaccardelli motioned to approve. Mayor Powers's appointment. Roger Spencer seconded. Bob Cook stated he would like to ask Mr. Hutcheson a few questions. He asked howl he felta about Carl. Junction. Mr. Hutcheson stated he lives on West] Briarbrook Lane and has since 2004. He used tol live on Scott Drive. He has livedi in Carl. Junction several years and has raised 2 sons here. His wife is serving on the school board. He stated that Carl Junction is a terrific place to live andi raise children. He also thinks there are opportunities to expand our businesses in the area tol benefit the town. Everyone goes to.
