The Carl Junction City Council met in regular session on' Tuesday April 18, 2017 at' 7:001 PM at Cityl Hall. Mayor Michael Moss called the meeting to order with the following present: Bob Cook, Richard Zaccardelli, Mark Powers, Roger Spencer, Wayne Smith, LaDonna Allen and Mike Burns. Alderman Don Marshall was absent. Also present were City Administrator Steve Lawver,  City Clerkl Maribethl Matney and City Attorney Mike Talley.  AGENDA  Mark Powers motioned to approve the agenda as presented. Bob Cook seconded. All in favor. No opposed. Mark Powers  motioned to approve the consent agenda. Roger Spencer seconded. All in favor. No opposed.  PUBLICFORUM There was no one: for public forum, ORDINANCES  Mark Powers motioned to put "AN ORDINANCE AMENDING THE GENERAL FUND, WWTP FUND, PARK & POOL FUND, GO BOND FUND, SURPLUS FUND AND CAPITAL IMPROVEMENT FUND FOR THE FISCAL YEAR 2017" on first reading by title only. Richard Zaccardelli seconded. All in favor. No opposed. Steve Lawver said that we do this budget adjustment annually. Mark Powers motioned to put it on second reading by title only. Bob Cook seconded. All in favor. No opposed. There was no discussion. Bob Cook motioned to put it on final passage. LaDonna Allen seconded. All in favor. No opposed. Steve was asked about the wall. He stated that it cost less than we thought it would and he has contacted the owner but has not heard back from him yet. Bob Cook asked about the ditch by the trail. Steve said that we will have to find out who owns it. It might be owned by the county. Bob Cook said it is dangerous in the  condition iti is in now.  PWI Dept. report - there was nothing to add. Police report- - there was nothing to add. warrants. ChiefHaase said thati is aj problem all cities have. COMMITTEE REPORTS  Court report - the council commented that they really like the new reports. Richard Zaccardelli asked why we had so many  Budget/Finance- - Mark Powers said hel had reviewed thel bank statements and they all looked OK.  Code/Nuisance -Don Marshall had nothing toi report. Human Resources - Roger Spencer had nothing to report Public Facilities & Planning - Wayne Smith had nothing to report. Senior Citizens Richard Zaccardelli. had nothing to report.  UNFINISHED BUSINESS  Mike Talley reported they had the pretrial conference on our lawsuit withl Mr. Doyle. The trail is set for November 20, 218 & Mayor Moss thanked all the council and the employee's for all thel helpl he has received throughout the years he has served on The City Clerk read the election results. Richard Zaccardelli motioned to accept the certified election results. Bob Cook Mark Powers submitted his resignation ofl his position as Alderman Ward II so he can accept the Mayor's position to which he has been elected. Richard Zaccardelli nominated Roger Spencer. LaDonna Mayor Mark Powers then submitted his committee list. He stated that he had 3 council members on each committee and  Allen seconded. LaDonna Allen motioned that nominations cease. Roger Spencer received 6 votes.  ASSIGN COMMITTEE MEMBERS  none: serve on more the 2 committees. He also asked that we take ap picture of our new council at the next meeting andj put iti int the hall so people can see whoi is representing the  the corners and don'tp pick it up.
