The Carl Junction City Council met in regular session on Tuesday January 20, 2017 at 7:00 PM at City Hall. Mayor Michael Moss called the meeting to order with the following present: Don Marshall, Richard Zaccardelli, Mark Powers, Roger Spencer, Wayne Smith and Mike Burns. Aldermen Bob Cook and LaDonna Allen were absent. Also present were City Administrator Stevel Lawver, City Clerk Maribeth Matney and City Attorney Mike Talley. AGENDA Mark Powers motioned to approve the agenda as] presented. Roger Spencer seconded. All in favor. No opposed. Mark Powers motioned to approve the consent agenda. Richard Zaccardelli seconded. Alli in favor. No opposed. PUBLICF FORUM There was no one for public forum. APPROVALOF) LIQUOR LICENSE LETTER FOR HORTON'SPIZZA The council reviewed the request from Horton's for a liquor by the drink license. Mark Powers motioned to approve the letter tol be sent to the State of Missouri approving Horton's liquor by the drink license contingent upon the State issuing their license. Richard Zaccardelli seconded. Alli in favor. No opposed. DISCUSSION ONI FIRI ROADCORRIDOR PROPOSAL Steve stated that he sent out aj proposal for 61 items to be done in this traffic study and the cost is $26,840. Hei is going to ask Joplin Special Road District and APD to share the cost of the traffic study on these 6 items. He attended the Jasper County Commissioners meeting to let them know where we are headed. Sheriff Kaiser said he would look to see ifthey have any information and will check with the Highway Patrol. They agreed that it is a dangerous stretch of road. We show that there have been 14 accidents at Lone Elm, 2 at Briarbrook Drive and 1 at Peace Church. There have been 2 fatalities. There was discussion about housing andi traffic back up. Thisi is a study only. After we get the study back we will have to look to see what the costs are and what we can afford. Wayne pointed out that ifitt takes tol long this study might not be good anymore. Steve said that it will always act asa basis for any future studies. Steve said that he willl look at MPO also tos see ift there are funds there but we. have tol have the study first before they will consider it. They will do a traffic projection also. Steve will report back to the council about the other entities participating in the study. REPORTS The council reviewed the Administration: report. There was nothing to add. PW report = there was nothing to add. Wayne Smith asked about limbs from the ice. Jimmy said that we are not picking them up but we do have aj place for the residents to bring them. We did clean up the parks but there was not muchi to clean up. Police report - there was nothing to add. Building Inspector- there was nothing to add. Court-there was nothing to add. COMMITTEE REPORTS Budget/Finance - Mark Powers reminded the budget committeei that we willl have ai meeting Wednesday at: 3:30 PM. Code/Nuisance -Don) Marshall had nothing toi report. Human Resources - Roger Spencer had nothing toi report Public Facilities & Planning Wayne Smithl had nothing to report. Senior Citizens Richard Zaccardelli had nothing toi report. UNFINISHED BUSINESS Mike Tally reported that we willl be doing depositions on our law suit regarding the fence at 507 Ridgewood Circle. He also wanted to thank thel PD. He said that last week he had a flat tire on Hwy 171 on the way to the council meeting. The police picked him up and brought him to the meeting and after the meeting they changed his tire for him. When asked how he could repay them the replied to make a donation to the Shop With A Cop. Hej just wanted the council to know that they went above and beyond the call of Mayor Moss thanked the council for thej picture after thel last meeting and: stated he wished we had started that sooner. Roger Spencer said that Red Oak Loop is very dark and wondered about street lights. He said that there is nothing on the corners. Steve said that there are 4 properties involved and easements would have to be obtained. He also said that the new lights duty and was very appreciative. don'tshine very well. There was some discussion about street lights ini this area. NEW BUSINESS Stever reported that the next budget cycle they want to replace their skid steer and trade ours in. CLOSED SESSION.
