COCH MINUTES Cochran City Council July 14, 2020 Regular Scheduled Meeting @ 7PM City Auditorium, 102 NSecond Street, Cochran, GA 31014 Present: Mayor Billy Yeomans Mayor Pro Tem Jones Call to order by Mayor Billy Yeomans @ 7:00PM Councilmembers: Rufus Veal, Carla Coley, Keith Anderson, Gary Ates, Jimmy Jones, Andrew Lemmon The invocation was given by Councilmember Anderson followed by the Pledge of Allegiance led by Mayor called for a motion to approve the July 14, 2020 agenda as presented. Councilmember Ates made the Councilmembers. motion to approve the agenda with Councilmember Jones seconding the motion. Motion passed 6-0 June 9, 2020 minutes. Mayor called for a motion to approve the minutes from June 9, 2020 Regular Scheduled Meeting. Councilmember Ates made the motion to accept 6/9/20: minutes as presented with Councilmember. Police ChiefJeffTrawick presented the Employee ofthe month tol Police Officer, Dillon Waldroup with a certificate, a Subway gift card and $100 check. He thanked Officer Waldroup for the good work he was doing. ITEM #2 -] Presented by City Manager, Richard Newbern Consider rescheduling Clean-up Day & Scrap Tire Amnesty. Mr. Newbern spoke on the issue ofClean Up Day. The grant from EPD is still valid for the tire amnesty and it will pay all the City's expenses of hauling off scrap tires from Cochran's citizens. City Council is asked to consider a date for clean-up day. Motion was made by Councilmember Lemmon for Richard to work with the Chamber of Commerce to set a date of September 19, 2020 for Clean Up Day and seconded by Councilmember Veal. Motion passed with all voting in favor. 6-0 ITEM #: 3- Presented by City Manager; Richard Newbern Resolution to apply for Rural Tax Credit for downtown Cochran. The city is in the position to fill another application this year, Rural Zone Tax Credit, House Bill 73. Councimember Ates made the motion with Councilmember Jones seconding the motion. Motion passed with all voting in favor. 6-0. Consider awarding bid to Dykes Grassing Paving Company for the 2020 GDOTLMIG street segment resurfacing program. Councilmember Ates made the motion with Councilmember Anderson seconding ITEM #4-1 Presented by City Manager, Richard Newbern the motion. Motion passed with all voting in favor. 6-0. ITEM #5- Presented by City Manager, Richard Newbern Consider approving financial bond contract with the Municipal Gas Authority of Georgia. Councilmember. Jones made the motion with Councilmemberl Lemmon seconding the motion. Motion passed with all voting in favor. 6-0 ITEM # 6- Presented by City Manager, Richard Newbern Consider work schedule at City Administration Offices. Councilmember Jones made the motion with Councilmember Ates seconding the motion. Motion passed with all voting in favor. 6-0 ITEM # 7- Presented by City Manager, Richard Newbern Consider a recommendation every person wear mask or face covering while inj public as well as practice social distancing. Council Discussion Items: Jones-N None Coley- - None Lemmon -Asked Willie Farrow about the stops signs with lights around them Anderson - Not take COVID lightly. Be safe. Ates - Everyone to stay safe during COVID Veal - Mentioned to add the moving oft the chairs in the Auditorium to the agenda. Councilmember Veal made a motion to add number 10 on the agenda to consider removal oft the first two row of the auditorium seats and the back two rows with Council member Ates seconded the motion.
