The Carl Junction City Council met in regular session, on Tuesday November 20, 2018 at' 7:001 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spençer, LaDonna Allen, Randy Hutcheson and Mark Satterlee. Alderman Mike Burns was absent. Also present were City Administrator Steve Lawver, City. Attorney Mike Talley, and City Clerk Maribeth Matney. STUDY WITH ENGINEER Clayton Christie stated that he appreciates the opportunity to work on this project. This study covers Fir Road from Hwy 171 to. Joplin Street. There were 6000 vehicles on the West end and 8000 on1 thel East end. Crash data was mostly rear end accidents. The recommendation is al left turn lane at key intersections. They also looked at signals and whati intersections might warrant them. Lone Elm and Joplin Street are intersections to watch. Typically if only one qualifies you do not put in a signal. They also did a capacity analysis and are graded from A-F typically. Joplin Street and Lone Elm in the AM and] PMI hours were all under the level ofD. They looked at a 2% annual growth. The City should look closer at the growth rates to see ift they are over or under estimating. In looking at the 2% growth, he would suggest 31 lanes for the entire corridor, with dedicated left turn bays at thel key intersections. We: also need wide shoulders at Peace Church. They looked at round-a-bouts at Lone Elm, Briarbrook and Joplin Street. They also looked at signalized intersections. He suggests to not immediately move toward signals. He suggested we raise the speed limit to 40 mph except on the curve by Harps, it would be his recommendation that it be a little slower than 40 there. He also recommends taking a look att thel Peace Church area andi that connection. There could be quite al bit of traffic there trying to get out of] Briarbrook and could cause some traffic constrictions. Any new intersection should require a traffic analysis. This could impact all of the people on this road. Richard! Zaccardelli asked if Fir Road and Briarbrook Drive left turn collisions are thel highest in the analysis. They get tired of waiting. Chief Haase stated that since the four way stop was put in at) Fir and Lone Elm that accidents have gone down greatly, and thel level ofi injury accidents have decreased. Randy Hutcheson stated that one oft the pictures has 3 lanes on Fir and Briarbrook Drive is pretty much unchanged. Clayton responded that the corridor study was really corridor and intersections. He stated that in the final plans there would be some changes made. There was aj paragraph on page 29 paragraph 2 regarding the 330' spacing. Clayton stated that a connection to. Joplin Street out ofBriarbrooki Drive would help. Steve Lawver stated that the further south you go the water way goes away. Rick Flinn stated that he noticed that it goes from a31 lane to 2 lanes at the railroad tracks. Clayton Christie said that it would have tol be that way but does not feel it would bottleneck the traffic. Randy Hutcheson stated that there is a suggestion about a multi-use trail south of] Fir Road. Is that something that would be part ofthe easement? Clayton stated that he feels pedestrian access would be something that needs tol be looked at. Wei need toj plan for the future. ORDINANCES LaDonna Allen motioned to put "AN ORDINANCE APPROVING AN AGREEMENT BETWEEN THE CITY OF CARL JUNCTION, MISSOURI AND SOUTHARD CONSTRUCTION CO., TO CONSTRUCT THE KAREN DRIVE SEWER EXTENSION FOR THE CITY OF CARLJUNCTION, MISSOURI, IN ACCORDANCE WITH THE CONTRACT DOCUMENTS FOR THE SUM OF $99,015.50 PROVIDING THE TERMS AND CONDITIONS THEREOF; AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT FOR AND ON BEHALF OF THE CITY OF CARL JUNCTION, MISSOURI" on 1"reading by title only. Mike' Talley stated that January 30th is the date set fort the continuation oft the Boyle fence case. Stevel Lawver stated he has one vacancy fort the Board of Adjustments and one for P&Z Commission. Rick] Flinn stated that] he got to attend al luncheon forl PW workers to show appreciation for theirl help.
