CITY OF Cleveland GEORGIA Cleveland City Council Meeting Minutes Monday, March 6, 2023. - 6:30 P.M. Cleveland Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor. Josh Turner, Council Members Nan Bowen, Rebecca Yardley (Mayor Pro Tem), Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation - Marc Turner, The Cleveland Worship Center, and White County Jeremy McClure, and C.J. McDonald City Clerk Lisa Ritchie Ministerial Alliance 3. Pledge of Allegiance Pastor Turner invited everyone to bring their families to Easter Extreme on Saturday before Easter from 12 until 2. He said there will be a lot of things for kids; animals, an egg hunt, etc. 4. Approve Agenda Motion by Council Member McClure, seconded by Council Member Yardley, and voted, unanimously, to approve the agenda. PUBLIC HEARING Mr. Harris addressed the Mayor and Council Members. 5. First Public Hearing - 2023-07 - Amendment of The Ordinance Establishing Personnel Policies and Procedures for The City of Cleveland Mr. Harris gave a brief overview of the proposed Personnel Policies and Procedures. There were no comments from the public. Mayor Turner closed the Public Hearing. 6.F First Public Hearing = Future Land Use Map, Comprehensive Plan Economic Development and Planning Director Tom O'Bryant addressed the Mayor Mr. O'Bryant discussed the proposed update to the future land use map in the comprehensive plan. He said a public hearing on the final draft will be held at City and Council Members. Council meeting on April, 10, 2023. There were no comments from the public. Mayor Turner closed the Public Hearing. CITY ADMINISTRATOR KEVIN HARRIS Mr. Harris discussed the following items: Well number 6, located off of the Appalachian Parkway, has been approved by the Environmental Protection Division Open registration for the Georgia Municipal Association's Conference will Katrina from Senator Warnock's office visited, there is an opportunity for The previous Mayor and Council Retreat was a great success in improving processes. An annual retreat, tentatively planned for May, will include begin on March 30 congressionally directed spending discussions/projects for improving the budget process CITY ATTORNEY KEITH WHITAKER Mr. Whitaker did not have any items to report. NEW BUSINESS Surplus eligibility renewal and designation of authorized signers and property selectors for the purpose of executing documents for the city to be eligible to participate in the Georgia Department of Administrative Services (DOAS) Surplus Property Program. Motion by Council Member Bowen, seconded by Council Member Yardley, and voted, unanimously, to approve the renewal and designation of authorized signers and property selectors for the purpose of executing documents for the city to be eligible top participate in the Georgia Department of Administrative Services Surplus Property Program. 7. Approve Meeting Minutes February 13, 2023 Meeting Minutes February 27, 2023 Called Meeting Minutes March 2, 2023 Called Meeting Minutes Motion by Council Member McClure,seconded by Council Member Bowen, and voted, unanimously, to approve the February 13, 2023 with an amendment to remove Mayor Pro Tem from his name and add it to Council Member Yardley's name, and approve the Meeting Minutes of February 27,2023 and March 2,2023 Called Meeting Minutes. 8. Approve Executive Session Minutes February 13, 2023 Executive Session Minutes February 27, 2023 Executive Session Minutes March 2, 2023 Executive Session Minutes Motion by Council Member Bowen, seconded by Council Member McDonald, and voted, unanimously, to approve the February 13, 2023, February 27, 2023, and the March 2,2023 Executive Session Minutes. UNFINISHED BUSINESS 9. Approve Executive Session Minutes January 9, 2023 Executive Session Minutes- NOTE: Postponed from the February 6, 2023 Executive Session Minutes- NOTE: Postponed from the February 6, 2023 Meeting February 13, 2023 Meeting Motion by Council Member McDonald, seconded by Council Member Bowen, and voted, unanimously, to approve the January 9, 2023, and February 6, 2023 Executive Session Minutes. PUBLIC COMMENTS Ms. Judy Lovell of the Historical Society, addressed the Mayor and Council and discussed a 104-year-old newspaper article. She said this February 1919 newspaper emphasized agriculture and advertised many requests to trade items such as mule/s, an 800-pound mare, steam engine, etc. She said the paper also mentions the interest in the establishment of a cheese factory on Quillen Street where people would be allowed to dispose of their surplus milk. ANNOUNCEMENIS Ms. Ritchie gave the announcements. 10. Upcoming calendar items: White County Water Authority Meeting-T Thursday, March 9, 2023, at Downtown Development Authority-1 Thursday, April 6, 2023, at 3:00 p.m. Planning & Zoning Meeting - Thursday, April 6, 2023 at 6:30 p.m. at the 7:30 a.m. at the Water Authority at the Chamber of Commerce Police Department EXECUTIVE SESSION Motion by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to enter an Executive Session at 7:28 p.m. 1. Discussion regarding real estate and personnel Motion by Council Member Yardley, seconded by Council Member McClure and voted, unanimously, to adjourn the Executive Session and return to the City Council Meeting at 9:21 p.m. Council Member McDonald opened the door to allow citizens to return to the regular meeting. There were no citizens waiting to return to the meeting.
