The Carl Junction City Council met in regular session on Tuesday July 17, 2018 at 7:00 PM at City Hall. Mayor Pro-Tem Roger Spencer called the meeting to order with the following present: Rick Flinn, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Randy Hutcheson and Mark Satterlee. Aldermen Don Marshall and Mike Burns were absent. Also present were City Administrator Steve Lawver, City. Attorney Mike Talley, and City Clerk Maribeth Matney. AGENDA LaDonna Allenmotioned to approve the agenda as presented. Richard Zaccardelli seconded.All in favor. No opposed. Ron Daniel, 2041 NI Main, addressed the council about his water bill. This is his lawn meter and he has not used it for years. Hes said he didn't use the water andi ifh he had he would pay the bill. The City Clerk explained that for thel last few years therel has been no usage but this month 200 gallons showed up on the bill. The meter had been turned off but not locked. Itis possible someone turned it on. The computer reads the meters every month and this is the first time it has showed usage for a long time. Mr. Daniels does not feel he used it. Steve said that we could either pull the meter or put a lock on it. The counçil asked that it be locked. LaDonna Allen then motioned to write off the bill and put a lock on the meter. P&ZCASES Mayor Pro-Tem Roger Spencer opened the public hearing on Case #18-03 Annexation of 27145 Fir Road Lawrence Degonia at 7:09 PM. Stevesaid that the P&Z met on this request and is recommending approval. Dan Mitchell is here toanswerany questions. RichardZaccardeli: asked what street would go through Black Thorn or Silver Oaks. They are not sure yet. Richard Zaccardelli said it would help Briarbrook Drive and stated that it would be a good spot for a round al bout. There was no one else to speak. Randy Hutcheson asked if any of the neighbors came to the meeting. Steve said that there was no opposition to the annexation. There was some slight discussion about thej population oft the distribution of the Wards. The public hearing closed at' 7:12 Mayor Pro-Tem Roger Spencer opened the public hearing on Case #18-04 - Annexation of 27103 Fir Road Lawrence Degonia at 8:12PM. Steve reported that the P&Z met on this request and is recommending approval. Steve said that there was no opposition. Richard asked if they would be part of the BCID and how the BCID are going to keep track of their boundaries.Mike Talley said that there is a procedure that they can do to adjust their boundaries. They would need to research on how to do it. Steve PM. said het thought it would be an election process. Public hearing closed at 7:15P PM. DISCUSSION OF ACTIVITY AND FITNESSI MEMBERSHIP FEES Steve Lawver, LaDonna Allen, Mike Burns, Rick Flinn and Maribeth Matney met on this topic. After a lot of discussion it was decided to have the fitness card do both the cardio room and other activities. The Zumba and Yoga will have their own separate punch cards. Those 2 items have ongoing expenses and should be handled differently. There was some discussion about the other activities. Randy Hutcheson asked ift the one day pass was still available and it was replied yes. LaDonna Allen motioned to approve ther newi rates ands structure. Richard Zaccardelli seconded. Alli in favor. No opposed. ORDINANCES. LaDonna Allen motioned to bring Bill #18-24 off the table for discussion(Section 210.840 amendment on unlawful use of weapons).Rick Flinn seconded. All in favor. No opposed. Steve reported that we went out on the City Clerk list serve to see what ordinances other cities are using. Wei found one: from St. Joe that looked good and we put it on the packet. There was some discussion thati it allows for bow and arrows, shooting galleries and enclosed areas, Mark Satterlee asked about starter's pistols. It was asked if they use the electronic ones now. There was discussion also about school activities, nail guns and other projectiles. Mike Talley said that fire arm is defined in the chapter and ifthere are exceptions we want to make we can addt those to the ordinance. Mike Talley said that we need to: strike the current ordinance and rewrite ai new one. After more discussion LaDonna Allen motioned to strike thel bill. Richard Zaccardelli seconded. All in favor. No opposed. There was some discussion about bow and arrows and whether people could practice in their yard. Delmar Haase said that it has not been anissue in thepast. We do need the ordinance to say they can't hunt ini the city limits. There was al lot ofc discussion about different scenarios. REPORTS The Council reviewed the Administration report. Steve added that he put out the new solar information and the City Vision Public Works -1 there was nothing to add.I Randy Hutcheson asked about paving. Joplin Street. Jimmy reported that is the plan after the water line is done. Steve said that we will present a list of streets to be paved when the time comes for that. It was reported Police Dept. - there was nothing to add. Chief Haase stated that they have al lot oftools they recovered that were stolen but arel having difficulty finding the owners. Human Resources:) Roger Spencer-nothing to report Public) Facilities & Planning: LaDonna Allen reported that they met with. Jim Dawson about a Veteran's Memorial at Memorial Park. They came up with somei ideas that will work very well with our comprehensive plan for the parks. They hope to start soon. They do not think iti is as far offa as they thought it would be. UNFINISHED BUSINESS There was no unfinished business NEW BUSINESS Rick Flinn reminded everyone that their dunk tank fund raiser is this Sunday from 6:30-8:30PM. Steve Lawver reported to the council that we sat through a webinar on Social Media archiving. We have 3 social media accounts (City Hall, Community Center, and Police Department). This company will capture alli items posted even ift they get deleted atal later time. We are required to capture everything as part ofour record retention. This company is very popular with al lot ofcities. The cost would be $2388 annually for all 3 social media accounts. We could have up to 10 accounts for that price. They capture it 24/7. Other cities have had sunshine requests for social media information. There is no data cap and we can switch to another company any time and they will give us our records in a searchable format. Mike Talley asked about a contract. Steve replied he didn't think there was one since it is a1 month to month agreement. After some discussion Richard Zaccardelli motioned to approve thej proposal.
