The Carl Junction City Council met in regular session on Tuesday May 15, 2018 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns and Randy Hutcheson. Also present were City Administrator Steve Lawver, City Attorney Mike Talley and City Clerk Maribeth Matney. AGENDA LaDonna Allen motioned to approve the agenda as presented. Roger Spencer seconded. Alli in favor. No opposed. Roger Mike Jackson, 103 Karen, looked at a home on 303 Ballard. He said the property to the south is derelict and stated that the city of Carl Junction can do better and that the owners oft this property need to clean it up. Don Marshall stated that David Russell had called him about this property and that he had asked to Steve Lawver to look into it. Steve Lawver reported the City will be starting the demolition process on the building. He stated that they couldn't do it before due to the fed liens on the property. David Russell also stated that the property at 303 ballard has been empty but that someone had contacted him about moving an electric pole between the two properties. That someone was supposed to be fixing it up. He commented that the property is a "dump" that animals have taken up residence in and under the property. He also stated that other neighbors have witnessed people coming in the evening and leaving the following morning. His property has been! listed for 5months and no one isi interested due to the property next tohis. Mike Talley stated that there are several procedures in condemning al building and1 that thel law favor's the owners oft the home sO everything has to be done correctly. Steve Lawver replied that there will be public hearing and that Mike Jackson will be notified. Spencer motioned to approve the consent agenda. Richard Zaccardelli seconded. Alli in favor. No opposed. PUBLIC FORUM Mike Talley reviewed some of the steps that it willi takei in order tol help! him understand. REPORTS Airport Drive regarding Fir Road. The council reviewed the Administration report. Richard Zaccardelli asked Steve Lawver if there are any reports from Public Works- - there was nothing to add. Steve reported that we had a water leak in Oscie Ora Acres and Dogwood Trails and that we issued al boil advisory. We will also send out a: notice when it is taken off. The problem should be fixed tomorrow. Rick Flinn stated that! he noticed a drop in his water pressure since the work on. Joplin has started. He wants tol know ifthat will come back up. Steve Lawver stated that in theory it should go up because of the bigger pipe. Richard Zaccardelli asked if Joplin Street will be repaved after the work. Steve said yes. Richard asked ifthey could put some asphalt in front of the mailboxes so that the cars don't Police Dept - there was nothing to add. Richard. Zaccardelli stated that he is happy that the PD caught the people that caused problems on Foursome Lane. Chief Haase also reported that the generator had problems last week and that it will require some work drop off when delivering the: mail. tobe done. He reported that the generator is tested every Wednesday for about an hour. Building Inspector there was: nothing to add. COMMITTEE REPORTS Budget/Finance - Mike Burns reported he went over the bank statements from April and had nothing to report. Code/Nuisance - Randy Hutcheson nothing to report Human Resources - Roger Spencer had nothing to report. Public Facilities & Planning - LaDonna Allen reported that they met. last Tuesday at the water tower and was given a tour of the wells. Greg Matney gave a really good tour and explained everything very well. Senior Citizens- Richard Zaccardelli reported that the senior center still needs volunteers. UNFINISHED BUSINESS Mike Talley reported that they had the pretrial on the fence litigation. The other attorney stated that he needed until 5-11-18 to get his amendments done and on 5-11-18 he received a motion for continuance for one more business day. Yesterday he received an amended petition and they have added a few extra allegations. They do not show any signs of backing off. Mike Talley stated that Mark Powers stated that an alderman still needs to be chosen for Ward I. Due to the problems that Joplin had recently we Steve Lawver has scheduled a meeting with the City Manager of Duquesne and Webb City for Friday 5/25/18 at 9:00 AM to talk about all the different variances with the MAPS program for each town. There is a theory that there are problems with the program and the way iti is being administered. Mike Talley stated that Duquesne has completely resolved the issue. He has advised his Mayor ofl Duquesne to stay out of the discussion. Steve said that he was coming to just listen. Steve Steve Lawver stated1 that Harry S Truman sent ai resolution for the Council toj pass to appoint Steve Lawver to their board. Roger Spencer motioned toj pass the Resolution appointing Steve Lawver toi the Board. Don Marshall seconded. Alli in favor. No Lawver replied that we will talk Schuber Mitchell about cleaning up the roads better. Richard Zaccardelli wants a copy ofthe resolution that was presented to Maribeth Matney.
