The Carl Junction City Council met in regular session on Tuesday May 01, 2018 at 7:00. PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns and Randy Hutcheson. Alderman Jeff Hammons was absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley and City Clerk Maribeth Matney. Kurt Higgins is recommending approval now that they have addressed those issues. Richard Zaccardelli asks ift the water runoff will make it to West Briarbrook Lane. Steve Lawver states that it will eventually reach West Briarbrook Lane but it will be detained for a little while. Randy Hutcheson commented that he spoke with thel homeowners that live directly north oft the property. The resident stated that arei is lot of debris that clogs up the ditch. They do not oppose a business going in buti they are curious iftherei is lighting planned. Steve Lawver replied there will not be pole lighting buti it willl be on the buildings. Randy Hutcheson stated the resident understands the need: for lighting because of safety issues. Mayor Powers asks ifthe council agrees with the dollar amount. Mike Talley said that the city ofI Duquesne had a meeting regarding the same agreement. He stated that Duquesne passed an ordinance that puts a $2000 a year cap and a $1.00 per ride. Roger Spencer wants tol know how many people use it. Steve Lawver stated there are 10 people in the city of CJ that use the service. LaDonna Allen said that she does not believe in discriminating but also does not believe in giving special treatment. LaDonna Allen asked what ift the city does not pay the additional portion will they stop giving rides in Carl Junction. Steve Lawver replied they cannot discontinue the service unless the city opts out. This is not an opt out agreement. Steve Lawver said last year we were offered an opt out option. Richard Zaccardelli asks what the money goes towards. Steve replied it goes towards the MAP expenses. Steve Lawver stated that he can redraft the dollar amount. Rick Flinn asks if it's not approved than does the citizen have to pay $4.00 non disabled and $2.00 for disabled. It was stated that the money from the city goes in addition to what the residents pay. It does not lower the amount the residents pay. Mike! Burns stated that when this was previously discussed we discussed a voucher system. Mike Burns proposed we table the subject until we can do further research. Mike Talley said that he would like to see the ordinance tabled since it just refers to the agreement and then we can attach a different agreement when iti is ready. Zaccardelli said he's getting a call from someone trying to get him to pay .50 cents a minute to talk with someone from prison. Public Facilities & Planning LaDonna Allen apologized for missing the meeting last Tuesday and stated that she would like tor reset the meeting for 5-8-18at3:30.
