The Carl Junction City Council met in regular session on' Tuesday March 20, 2018 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Don Marshall, Richard Zaccardelli, Roger Spencer, Ladonna Allen, Mike Burns, Jeff Hammons and) Randy Hutcheson. Also present were City Administrator Steve Lawver, City Attorney Mike Talley and City Clerk Maribeth Matney AGENDA LaDonna. Allen motioned to approve the agenda as presented. Roger Spencer seconded. PUBLIC FORUM Rick Flinn, 206 S Summit, introduced himself and asked tol be considered for the seat of alderman in Ward II. Hel has lived ini the Community since 2000. He serves as an associate pastor at St Paul's Methodist Church. LaDonna Allen stated that she knows Mr. Flinn and thinks he would be a great addition for the council. JeffHammons agreed with LaDonna Allen. REVIEW AND APPROVE WASHER. AND DRYER HOOKUPS FORPD Chiefl Haase submitted thel bids for thej jail and laundry project. They were. Jeffries $13953.00; Dalton! Killinger $8916.00, Colgin Pro-Air $2531.19; CDL $3668.99. Jeffries includes all the work needed, Dalton Killinger includes everything but the Heating/AC work so that would be $11447.00 for Dalton Killinger and Pro Air bids combined. CDL bidi includes all work buts sheet rock work. Mike Burns askedi ifthisi included appliances. Chief Haase replied no. Steve Lawver said that our share is 20%. This project is from Miller to Grimes Street. Mike Burns asked ifit would match the rest ofthe project since we are changing contractors. Human Resources - Roger Spencer met with Steve Lawver regarding updating our employee handbook. He would also like tos see ID cards for all city employees and the council including thel Mayor in case ofa disaster sO that the staffo canl be recognized. Public Facilities & Planning - LaDonna Allen reported they met tonight at 6:30 and that. Jimmy and Steve are getting together oni the costs and how we can prepare to get everything inj place for the veteran's memorial at Memorial Park as well as updating the playground equipment in Center Creek Park. Senior Citizens Richard Laccardelli reported that this is Senior National Nutrition month. Donations are being accepted by the Chamber and they will double all the donations that they receive. UNFINISHED BUSINESS Steve reported that he and Mike Talley discussed the Chamber survey andi it was decided that it would be inappropriate toj put Mayor Powers stated that he wants to call a Special Meeting for 4/3/18 before the next council meeting to appoint someone it on the City websitel but that we can refer people to the Chamber website to take the survey ifthey wish to. Mike' Talley also reported that the pre-trial on thel Doyle case is set for 4/4/18. It was stated that we will be approving thel budget at the 4/3/18 meeting. tot the vacant council seat in Ward II. NEW) BUSINESS Mike Burns stated he was contacted by Mr. Campbell, 202 Terrill Lane, about Cooley Creek rising and almost flooding his house. He asked ifv we could clean the large timber out ofCooley Creek tol help the water flow better and not back up. He also reported that he attended thel BYAA meeting. They had 1791 baseball signups. He stated that the numbers are consistently going down. They used tol have 7001 kids play baseball. He also reported that they were supposed tol have al budget report and an election per their by-laws but they did not do either. There was discussion ifv we could get other traveling teams toj playl here if we get the new baseball fields. Mike suggested we have aj public hearing meeting to see ifthere is interest in the City taking over some of thes sports programs. LaDonna expressed conçern about the falling numbers also. Ity was discussed whether we could compete with the travelling programs. LaDonna saidi if wel have a good sports program they will do both. Monday 3/26/18.
