Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Rebecca Yardley, Jeremy McClure, Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, Co- 2. Invocation -Cheryl Kennedy of The Bridge Church & White County Ministerial and C.J. McDonald (Mayor Pro Tem) Counsel Grant Keene, and City Clerk Lisa Ritchie Alliance 3. Pledge of Allegiance Ms. Kennedy stated that The Bridge Church completed its Be Rich Generosity Campaign. She said they raised $70,000 that will be distributed to non-profits in the area and for funding an orphanage in Ukraine. 4. Approve Agenda Motion by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to approve the agenda. PRESENTATIONS Dr. Mark Griffin addressed the Mayor and Council. 5. White County Family Connection Mr. Griffin stated the White County Family Connection's purpose is to collaborate with other agencies and organizations that promote the health, well-being, and WHITE COUNTY CHAMBER OF COMMERCE PRESIDENT BETH TRUELOVE success of the community's children and families. 6. Request for sanitation services and road closures of Highway 129/Main Street, Highway 115/Kytle Street, for the Christmas in the Mountains Parade scheduled for Saturday, December 3, 2022, from 2:00 p.m. to 9:00 p.m. Motion by Council Member Yardley,seconded by Council Member McClure and voted, unanimously, to approve the application for sanitation and road closure services. PLANNING AND ZONING CHAIRMAN NADINE WARDENGA Ms. Wardenga was not present. Mr. O'Bryant addressed the Mayor and Council. 7. Second Reading and Public Hearing Hotel/Motel Ordinance There were no comments from the public. Mayor Turner confirmed with Mr. O'Bryant that the ordinance would take place immediately. 8. Resolution 2022-13 adopting the Hotel/Motel Ordinance Motion by Council Member McDonald, seconded by Council Member Yardley and voted, unanimously, to approve the Resolution, 2022-13, adopting the Hotel/Motel Ordinance. CITY ADMINISTRATOR KEVIN HARRIS 9. Brief Updates Mr. Harris discussed the following items: Security and access measures including an electronic keyless door lock system that utilizes key fob technology, multi-factor authentication implementation, individual password strengthening, and phone services Christmas and holiday preparations for a Christmas parade, Christmas gathering, and town decorations which were purchased through hotel/motel Campbell Street weather siren repair (replacement of the 20+-year-old Local Option Sales Tax (LOST) Collection - information will be provided in the Financial Report at the November 14, 2022 Council Meeting Personnel Handbook sections 6-10 contain many significant topics and will be further discussed at the Mayor and Council's upcoming Retreat. revenues chopper motor for approximately $2,950 Water and Sewer Rates - Out of 20 Northeast Georgia counties, Elberton's rates are the only rates lower than the City of Cleveland's. Approve Meeting Minutes October 17, 2022 Called Meeting Minutes Motion by Council Member Bowen, seconded by Council Member McClure and voted, unanimously, to approve the Minutes of the October 17,2 2022 Called Meeting. 11. Approve Executive Session Minutes October 17, 2022 Executive Session Minutes Motion by Council Member McDonald, seconded by Council Member McClure and voted, unanimously, to approve the Minutes of the October 17,2022 Executive Session Meeting. UNFINISHED BUSINESS 12. Annual renewal of employee medical, dental, and vision coverage for the plan Ms. Ritchie stated that there are many factors to consider and the quoting process from other providers is lengthy. She recommended renewing their current policy and allowing staff to continue to gather information from other providers. Motion by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to approve the renewal to the current provider, Georgia Municipal Association (GMA), continuing with the current plans, throughJune 30, 2023, and allow the City Clerk to continue collaborations to determine future benefit 13. Appointment to fill the term of Jessica Adams on the Planning and Zoning Board Motion by Council Member Bowen, seconded by Council Member Yardley and voted, unanimously, to approve Resolution 2022-013 appointing Rush Mauney to the year 2023 plans. Planning and Zoning Board. PUBLIC COMMENTS None. Mayor Turner reminded everyone of the Election tomorrow. He congratulated Council Member Yardley on the gain of a new son-in-law, and he congratulated the White County 5th Grade Warriors, for their Super Bowl win. ANNOUNCEMENTS Ms. Ritchie stated the announcements. 14. City of Cleveland offices will be closed on Friday, November 11, 2022, in observance of Veterans Day. 15. Upcoming calendar items: Planning and Zoning Meetings = Due to the Thanksgiving Holiday, there will not be a Planning and Zoning meeting in November. The next scheduled meeting will be held on Thursday, December 1, 2022, at 6:30 p.m. at the Downtown Development Authority - Fhvrsdey-Novemer, December 1, White County Water Authority Meeting - Thursday, November 10, 2022, at Police Department 2022, at 3:00 p.m. at the Chamber of Commerce 7:30 a.m. at the Water Authority EXECUTIVE SESSION Motion by Council Member McClure, seconded by Council Member McDonald and voted, to enter an Executive Session at 7:13 p.m. 16. Discussion regarding real estate and personnel matters Motion by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to adjourn the Executive Session and return to the City Council Council Member McDonald opened the door to allow citizens to return to the regular Meeting at9:01 p.m. meeting. There were no citizens waiting to return to the meeting.
