CITY OF  Cleveland  GEORGIA  Cleveland City Council Called Meeting Minutes Tuesday, August 23, 2022-9:00 A.M. Cleveland Community Center/Police Department 342 Campbell Street, Cleveland, GA  1. Callt to Order  Mayor Turner called the meeting to order at 9:00 a.m.  PRESENT:  Mayor Josh Turner, Council Members Nan Bowen, Rebecca Yardley, Jeremy McClure, Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, Co-  and C.J. McDonald (Mayor Pro Tem)  Counsel Grant Keene, and City Clerk Lisa Ritchie  2. Pledge of Allegiance 3. Approve Agenda  Motion by Council Member McClure, seconded by Council Member Yardley, and Mayor Turner welcomed the public and expressed his appreciation for their attendance at the 2nd of 3 millage hearings. He stated the purpose of the hearings is to set a millage rate for Cleveland. Mayor Turner said the starting point of 5.472 mills  voted, unanimously, to approve the agenda.  would lower the millage by .446 mills from 5.918 mills.  PUBLIC HEARING  4. 2022 Millage Rate and Digest and comments from the public  Mr. Harris addressed the Mayor and Council Members. He presented an overview of  the millage. He discussed the following items:  Property Taxes Market and Assessed Values The Current 2022 Tax Digest and 5-Year History of Levy Local Government Revenue Streams    Real property tax trends Cleveland's millage history  Motor Vehicle and Mobile Home Tax Trends Local Option Sales Tax (LOST) Collections Beer/Wine/Distilled Spirits Excise Tax Business and Occupational Tax Building Permits Fines and Forfeitures Real Property Taxes  Special Purpose Local Option Sales Tax (SPLOST) Collections  Mr. Harris restated the current, advertised, proposal of 5.472 mills which is a partial Mr. Harris offered a new proposal that would allow for the full rollback of 5.056 utilizing surplus from LOST. He said that if there was a shortfall in LOST they could  rollback.  utilize CARES funds.
