The Carl Junction City Council met in regular session on Tuesday October 01, 2019 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, and Mike Burns. Aldermen Randy Hutcheson and Mark Satterlee were absent. Also present were City Administrator Stevel Lawver, City Attorey Mike Talley, City Clerkl Maribeth Matney and Deputy City Clerk Crystal Winkfield. AGENDA LaDonna Allen motioned to approve the agenda as presented. Rick Flinn seconded. All in favor. No opposed with two absent. LaDonna Allen motioned to approve the consent agenda. P&ZCASES Mayor Powers opened the public hearing on Case #19-10 Special Use Permit 815B Nicholas ST Storm Shelter - Redwood Development at 7:03 PM. Steve Lawver stated that P&ZI have met regarding this permit and is recommending approval. Rick Schroeder president of] Redwood Development was present for any questions. There were no questions. Public Hearing closed at 7:04 PM. Motion by LaDonna Allen approving the storm shelter for the Deer Field Estates Plat #4 lot 65. Richard Zaccardelli Mayor Powers then asked for discussion regarding Case #19-11 - Final Plat Deerfield Estates Plat #5 -1 Redwood Development. Steve Lawver stated that P&ZI have met on this and is recommending approval. Mike Burns asked ift the city engineer approved this plat. Steve Lawver stated that the city's engineer recommended procuring a third party engineer. The third party seconded. All in favor with two absent. engineer did recommend approval. REQUEST FOR PROPERTY PURCHASE 209 NJ RONEY Stevel Lawver stated that Mr. Bachman is directly toi the westi in the city at Wise and Roney. Bachman stated that he wants to put up ai fence up for his dogs and grandkids. He stated that he wanted to buy thej property behind him that belongs to the city. Mayor Markl Powers askedi ifanyone had ani issue with sending the request through P&Z. There was no one opposed to this suggestion. There was discussion about the turnout for the Bluegrass festival and the benefit softball tournament. There was discussion regarding aj power issue at the Bluegrass Festival. Steve Lawver stated that issue was thata a GFCI receptacle shorted out from thel heat. The receptacles willl be replaced and raised toj prevent this problem int the future. Police Dept. report -Mike Burns discussed the issue of having locked bathrooms at country club park during soccer games Public Works report -Nothing to add. Bldg. Public] Facilities & Planning: LaDonna Allen stated that Public Facilities & Planning met at 6:301 tonight to get ani idea of what needs to be finished up before budget plans. She also stated that the Veterans Memorial dedication is scheduled for the 11tof Senior Citizens- Richard Zaccardellistated that there is a1 new informational pamphlet on the Senior Center. November. NEW BUSINESS Richard Zaccardelli commended those who worked on thel library. LaDonna Allen reminded everyone that Saturday would be the fall city wide yard sale. students driving ont the walking trail. There was discussion on what could be done to1 remedy thej problem.
