The Carl. Junction City Council meti in regular session on Tuesday September 17, 2019 at 7:001 PM: at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Randy Hutcheson and Mark Satterlee. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney and Deputy City Clerk Crystal Winkfield. AGENDA LaDonna. PUBLIC FORUM There was no one: for Public Forum CHAMBER REPORT Carl Junction Chamber of Commerce director Ashely Butcher stated that Movie Night In The Park with Stones Corner Pharmacy was a large success and they are hoping to do it again next year. Butcher stated all 2md Tuesday's were a hit. Current plans are in the works to do it again next year. This year there was no fee for booths or venders but next year a small fee will be charged. Butcher stated that the Bluegrass Festival is ready to go but there is a shortage of volunteers this year. Octoberfest on Main will be brand new this year. The Chamber has asked that venders bring candy and want the kids to wear their costumes at the event. There will be a Dodgeball tournament October 12th and the cost is $250.00 for teams. Shredapalooza will be on October 19th from 9-1lam, paper only. LaDonna Allen requested clarification of where the winning proceeds will go in the volleyball tournament. Butcher stated that the proceeds will go to the charity of the winner's choice. Maribeth Matney stated that she got the application from MeatNPlace regarding al liquor license for an Octoberfest beer garden and has requested a little more information. Butcher stated that thel beer garden willl be using the old Ozark Center building and there willl be IDI bands. REVIEW AND APPROVE TRACTOR BIDS Steve Lawver stated that the city went out for bid on ai new tractor with two responses Anderson Car &' Tractor- $29,749.00; John Deer $37,009.39. Lawver stated that Anderson Tractor is the low bid coming in at $29,749. Lawver stated that Jimmy is OK with using Anderson Tractor. Mike Burns stated that there is money in the budget for new equipment. LaDonna Allen motioned to approve thel Kubota tractor bid. Mark Satterlee seconded.. Alli in favor no opposed. ORDINANCES Roger Spencer motioned to put "AN ORDINANCE APPROVING AN AGREEMENT BETWEEN THE CITY OF CARLJUNCTION, MISSOURI AND JEFF ASBELL EXCAVATING & TRUCKING, TOCONSTRUCT THE VETERANS MEMORIAL IN MEMORIAL PARK IN ACCORDANCE WITH THE CONTRACT DOCUMENTS FOR THE SUM OF $34,932.00; PROVIDING THE TERMS AND CONDITIONS THEREOF; AND AUTHORIZING THE MAYOR TO EXECUTE SAID. Mike Burns stated that in the previous Budget and Finance committee meeting it was discussed that there is money set aside for the Veteran's Memorial and there is money in the budget for LaDonna Allen motioned toj put it on second reading by title only. Steve Lawver stated he will be out next Wednesday thru Friday at the Public Works report Jimmy found the water main leak on ZI Hwy. He stated that the leak drained two towers but it is now repaired. There was discussion on the recent: rock work at Center Creek. Jimmy stated he would like to do more but hadi not budgeted for that project in this year's budget. There was also discussion on whether the recently approved work for Fairway Drive could be done by the public works crew, or ifanother company would need to be hired. Jimmy stated he would like to look at the plans first. Randy Hutcheson stated that he is happy with. Joplin Street being smoother. Jimmy stated that the council needs to go downi to Center Creek Park. He's stated that he is concerned since the! last flooding. He stated that the river has changed its course and we will lose some of our park. LaDonna. Allen asked when the basketball court at Center Creek will be back. Jimmy stated there was some issues Police Dept. report- -Chief] Haase discussed the road closures on Pennell St. Monday September 23"d, at the railroad crossing. with equipment needing repaired but that it should be soon, Also discussed was the Tuesday closure of Fir road Bldg Insp report -nothing to add Court report- nothing to add COMMITTEE REPORTS Budget/Finance: Mike Burns stated that a Budget and Finance meeting was held before the council meeting tonight. Approved at that meeting were] plans for storm water on Fairway, approval oft thet tractor) purchase, and the veteran's memorial. Public Facilities & Planning:) LaDonna Allen stated shei needed to schedule a Public Facilities committee meeting for a Code/ Nuisance: Randy Hutcheson had nothing to1 report. Human Resources: Roger Spencer had nothing to report. quarterly wrap upi meeting on October 01, at 6:301 PM. Senior Citizens- Richard Zaccardelli reported the: senior center still needs volunteers. Randy Hutcheson was pleased to see the trailers on. Joplin St. and Briar Brook Dr. were gone. UNFINISHED BUSINESS Stevel Lawver is working on ai tobacco ordinance and he willl be getting with Mike Talley in regards to tobacco, non-tobacco, and vaping. Maribeth Matney stated that MML was veryi informative NEW BUSINESS Crystal Winkfield stated that the Carl Junction Community Library will have its grand opening on September 24, 2019. She stated that the library has 6000 books catalogued and shelved, with another 3000 in storage. She stated that the library is currently using the same software system as the school for cataloguing as check in/out. Library cards will be free to those within the Carl Junction School district. Replacement and customized cards will be $2.00. Residents will need to bring a piece of mail or documentation proving residence. Winkfield stated that the library will be run strictly by volunteers and volunteer signup sheets will ber made available on1 the day oft the grand opening. ADJOURNMENT adjourned at 7:31PM.
