The Carl. Junction City Council: met ini regular session on' Tuesday September 03, 2019 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Randy Hutcheson and Mark Satterlee. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Maribeth Matney and Deputy City Clerk Crystal Winkfield. AGENDA Roger Spencer motioned to approve the agenda as presented. LaDonna Allen seconded. All in favor. No opposed. LaDonna Allen motioned to approve the consent agenda. Mark Satterlee seconded. Alli in favor. No opposed. PUBLIC FORUM There was no one for public forum. REVIEW AND APPROVE VETERANS' MEMORIAL BIDS Steve Lawver stated that the city went out for bid regarding the veteran's memorial. We received 2 bids: Asbell $34932.00, Dalton Killinger Const $41251.00. He stated that Asbell is the lowest bidder coming in at $34,932. Also in the packet was a letter from Algier Martin recommending Asbell. Stevel Lawver stated that he would also recommend Asbell. Richard Zaccardelli motioned to approve. Asbell's bid. Don] Marshall seconded. Alli in favor. No opposed. REVIEW AND APPROVE Al REQUEST: FOR A CATERER'S LIQUOR LICENSE FORMEATI NPLACE Mike Talley stated that Section 600.250 specifically deals with what needs to be done for a temporary liquor license. Meat N Placel has requested a temporary Caterer's liquor license for Octoberfest on the second' Tuesday in October. Chief] Haas stated that he would suggest some extra security but does not seeing it being aj problem. There was discussion about what will need to be done for them to have a beer garden and ifit was a good idea to have the beer at the same event where children will be. One (Burns) opposed. REPORTS The Council reviewed the. Administration report. Thel Mayor asked Chief Haase and City Clerk Maribeth Matney what they learned at the SEMA meeting. Maribeth Matney stated that they have the proper paperwork filled out and are now waiting to see if Public Works report-Nothing to add. Steve Lawver stated that the city had al large water leak but that it was isolated and shut Police Dept. report -Chief Haase stated that it's been a quiet couple of weeks. Bldg. Insp report nothing to add Court report- -nothing to add COMMITTEE REPORTS Budget/Finance: Mike Burns stated that he wants to set a Budget and Finance meeting for September 17, at 6:301 PM. Public Facilities & Planning: LaDonna Allen reiterated that the bid for the veteran' 's memorial had been accepted. Allen stated that there arei now two soccer teams. Thei new club is named CJFC and1 theyl have asked about practicing at Lakeside Park. CJFC had also asked about] parking some vehicles on the grass for additional parking space. There was discussion on how thej parking could bei figured out. There was also discussion regarding thes scheduling. LaDonna Allen motioned to allow CJFC1 to utilize Lakeside Park for soccer games and practice, parking in the designated parking area, provide the city with aj practice and game schedule, and Senior Citizens- Richard! One oft the signs is a no golf carts allowed sign. Randy Hutcheson wondered ift the city had had ever looked atl having a cart access on the south end of Briar Brook Lane. There was discussion as to whether that would be aj possibility. Rick Flinn stated that several churches willl be going outi into the community, united together, doing community service projects. He stated that they willl be weed eating the ditches and will be painting the road stripes beginning at CJ Pharmacy on Main St. Steve Lawver stated that al bidi has been put out for ai new tractor.
