Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure Also, present were City Administrator Kevin Harris and City and Attorney Keith (Mayor Pro Tem), and C.J. Economic Development and Planning- Director Tom O'Bryant May 2024 Report Mr. O'Bryant addressed the Mayor and Council Members. Contact GDOT for potential assistance with Jess Hunt Culvert replacement. April 2024 Report 6. Finance Director John Solmon Mr. Solmon addressed the Mayor and Council Members. He reported the following Items from the reported April numbers: Comparison of April 2023 and April 2024 General Fund Revenue is up Intergovernmenta. revenues, LMIG grant, monies from White County for shared services for fire services) Expenditures are up, slightly LOST collections are up but not at the same pace as previous years General Fund Expenditures are up, slightly, and fire has added an additional Water and Sewer Fund Revenue is down slightly compared to last year SPLOST collections show similar comparisons person compared to previous year 58% of expenditures are for public safety (police and fire) Water and Sewer Fund Expenditures are up Overall, Water and Sewer Net Income is up in total Mr. Solmon also provided updates on the American Rescue Plan, SPLOST V, SPLOSTI IV, and balances of the checking accounts 7. Fire Department - Chief Ricky Pruitt May 2024 Report Chief Pruitt addressed the Mayor and Council Members. He reported the following May items: oTotal of 136 Calls: 81 inside the city and 55 in the County OWhite County Fire Services responded into the city 4 times 8. Police Department - ChiefJeff Shoemaker May 2024 Report Chief Shoemaker addressed the Mayor and Council Members. Water Resources- Water Resources Director Andrea Smith May 2024 Report Water Treatment Water produced by the city wells was 14.6 MG. Water purchased from the County was 10.4 MG. We flushed 5 hydrants for water quality. We performed 195 laboratory tests. We collected and shipped all required samples for the month to EPD's lab. We submitted all Monthly Operating Reports to EPD. The water loss for April was 32.8%. We cleared a path to the Jess Hunt vault. We cut up a tree that fell on the Warrior tank overflow and meter. We cleaned out all chlorine tanks and pump intake lines. Water Reclamation Discharged 12.3 MG of treated effluent into the Tesnatee Creek. We harvested 6 dump truck loads of duckweed from the pond. We performed 108 laboratory tests. We repaired an air trunk line in zone 2. We installed a new tractor seat on the backhoe. We greased all blowers and changed filters. We cleaned the UV channel and all lamps weekly. We submitted the Discharge Monitoring Report to EPD. We reviewed and filed monthly grease trap manifests. Industrial Pretreatment We reviewed Cobb-Vantress and NOK's Self-Monitoring Reports. We received the EPD report from the Triannual IPT program inspection stating that no deficiencies were found. NEW BUSINESS 11. Resolution - 2024-18-A Amendment to Board Appointments Georgia Mountains Regional Commission (GMRC) Private Sector. Appointment of Lauren Williams in agreement with White County Board of Commissioners Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to agree with the approval of the Appointment of Lauren Williams to the Georgia Mountains Regional Commission - (GMRC) 12. Annual Renewal of FY 2024-2025 Property and Casual Insurance with Trident Mr. Harris provided an overview of the annual process and the budget constraints working to secure property and casualty insurance for the upcoming fiscal year. For months, the City has worked with Apex Insurance to determine the most cost-effective coverage. Based on the information received, Mr. Harris and Finance Director John Solmon recommended Trident Insurance Company for the property and casualty insurance, and TMHCC Insurance Company for the Insurance Company and TMHCC Insurance Company cybersecurity insurance. Motion by Council Member McDonald, seconded by Council Member Bowen, and voted, unanimously, to approve the Trident Insurance Company and TMHCC Insurance company for the Property and Casualty as well the Cybersecurity Insurance for FY 2024-2025. 13. Approval of Executive Session Minutes June 3, 2024, Executive Session Minutes Mr. Harris asked the Council to postpone the approval of the Executive Session Motion by Council Member McClure, seconded by Council Member Bowen, and voted, unanimously, to postpone the approval of the June 3,2024, Executive Minutes. CITY ADMINISTRATOR KEVINHARRIS Mr. Harris provided information on the following topics Georgia. Municipal Association (GMA) recently provided an update on the laws passed during the recently adjourned legislative session. Department Heads have been made aware of the changes impacting the City of Cleveland and will begin preparing for implementation in a timely fashion. Mr. Harris commended Public Works and the diligent efforts to reduce water loss from 38 percent to 32 percent for five consecutive quarters Mr. Harris complimented the Council and particularly Councilman McClure for their patience and willingness to place the insurance quotes in a timely manner that allowed action during meeting.
