Cleveland Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure Also, present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation - Pastor Burnetta Armour, First Presbyterian Church of Cleveland, (Mayor Pro Tem), and C.J. McDonald City Clerk Lisa Ritchie and White County Ministerial Alliance Judge Garrison Baker gave the invocation. 3. Pledge of Allegiance 4. Approve Agenda Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the agenda. PRESENTATION 5. Georgia Municipal Court Clerks' Week Proclamation Mayor Turner read the Proclamation. Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the Proclamation proclaiming June 10 through June 14, 2024, as Municipal Court Clerks' Week and to extend appreciation to Ms. LaVelle. Judge Baker stated that he worked with Ms. LaVelle for many years. He said she is one of the most knowledgeable and efficient Court Clerks that he knows. The Mayor and Council Members expressed their appreciation for Ms. LaVelle. Mayor Turner presented the Proclamation to Ms. LaVelle. NEW BUSINESS 6. White County Water Authority Water Treatment Plant FY2024-2025 Budget Mayor Turner stated that the agreement with the Water Authority requires an approval of the budget withing 30 days of receipt by the city. He said there aren't many changes in the budget other than general expenses and increases. He said the increase in water revenue, claimed from the City of Cleveland, is $309,600 up from Motion by Council Member McDonald, seconded by Council Member McClure,and voted, unanimously,to: approve the White County Water Authority Water Treatment Mayor Turner stated that the wholesale cost of water will be $3.43 per 1,000 7. Grease Trap Variance Request for Tipsy Tomato (Donja Long) $288,921. Plant FY2024-2025 Budget. gallons. Economic Development and Planning Director Tom O'Bryant addressed the Mayor and Council Members. He stated that the applicant is moving from one location to another and needs a grease trap for the new location at 61 W.Jarrard Street. He stated that the Water Resource Director Andrea Smith inspected the new location and has approved the variance. He said if another business moved to the old location they will need a new' variance for a grease trap, if needed, as well. Ms. Long addressed the Mayor and Council Members. She stated that there are no Mayor Turner confirmed with Ms. Long that if the variance is granted it applies to the current menu with no fried foods, etc. Ms. Long stated that she understood. Motion by Council Member Sutton, seconded by Council Member McClure, and voted, unanimously, to approve the request for agrease trap variance for 6W. changes to the menu or the business plan. Jarrard Street. 8. Resolution 2024-15 to approve an amendment to the Personnel Policy adding Leave Donation Mr. Harris stated that the city has been allowing leave donations for several years. He stated that he wanted to add a policy for assistance to employees when emergencies occur employees will be able to donate unused leave, ift they wish. Motion by Council Member Bowen, seconded by Council Member McDonald, and voted, unanimously, toa approve the amendment to the personnel policyadding leave donation. 9. Contract Agreement with Pyro Shows East Coast, Inc. Mr. O'Bryant addressed the Mayor and Council Members. He requested that the Council approve an agreement with Pyro Shows East Coast, Inc. for fireworks to be Motion by Council Member McDonald, seconded by Council Member McClure, and voted, unanimously, to approve the agreement with Pyro Shows East Coast, Inc. displayed on Saturday, July 6, in the City of Cleveland. 10. Meeting and Called Meeting Minutes May 13, 2024, Meeting Minutes Motion by Council Member McClure, seconded by Council Member McDonald,and voted, unanimously, to approve the May 13, 2024, Meeting Minutes. PUBLIC COMMENTS There were no comments from the public. CITY ADMINISTRATOR KEVIN HARRIS Mr. Harris discussed the following items: Appreciation to Finance Director John Solmon for a smooth end of fiscal year Staff is working with local media for sealed bids on several surplus vehicles and Announcement of his first grand baby, Rindie Ann Elaine, 6 pounds and 11 ounces. Mayor Turner expressed his appreciation. EXECUTIVE SESSION Motion by Council Member McDonald, seconded by Council Member Sutton and voted, unanimously, to enter an Executive Session at 6:56 p.m. 12. Discussion regarding Real Estate, and Personnel Motion by Council Member McClure, seconded by Council Member McDonald and voted, unanimously, to adjourn the Executive Session and return to the Meeting at Council Member McDonald opened the door to allow citizens to return to the regular 7:16 p.m. meeting.
