Cleveland Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Turner called the meeting to order at 6:30 p.m. PRESENT: Mayor. Josh Turner, Council Members Nan Bowen, Annie Sutton, Jeremy McClure Also, present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation -Pastor Tim Morgan, Faith Lutheran Church, and White County (Mayor Pro Tem), and C.J. McDonald City Clerk Lisa Ritchie Ministerial Alliance 3. Pledge of Allegiance 4. Approve Agenda Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the agenda. PRESENTATION 5. Municipal Clerk's Week Proclamation Mayor Turner read the Proclamation. Motion by Council Member McClure,seconded by Council Member Bowen, and voted, unanimously, to approve the Proclamation proclaiming May 5 through May 11, 2024, as Municipal Clerk's Week and to extend appreciation to Ms. Ritchie. Mayor Turner presented the Proclamation to Ms. Ritchie. NEW BUSINESS 6. Request for sanitation services and road closures of South Brooks Street from East Kytle to East Underwood Street, and Quillian Street from East Kytle to East Underwood Street, for the Business Block Party scheduled for Thursday, May 9, 2024, from 7:00 a.m. until 10:00 p.m. White County Chamber of Commerce President Beth Truelove addressed the Mayor Motion by Council Member Sutton, seconded by Council Member Bowen, and voted, unanimously, to approve the request for sanitation services and road closures of South Brooks Street from East Kytle to East Underwood Street, and Quillian Street from East Kytle to East Underwood Street, for the Business Block Party scheduled for 7. Nomination of Georgia Municipal Associations (GMA) District 2 Officers for Motion by Council Member McClure, seconded by Council Member Bowen, and voted, unanimously, to approve the following nominations provided for Georgia and Council Members. Thursday, May 9, 2024, from 7:00 a.m. until 10:00 p.m. 2024-2025 Municipal Association's District 2 Officers for 2024-2025: President JoAnne Taylor, Mayor, Dahlonega First Vice President Matt Fields, Councilmember, Royston Second Vice President Mark C. Reed, Commissioner, Cornelia Third Vice President Courtney Umbehant, Mayor, Lavonia 8. Purchase of Edmonds Software for utility billing, permitting, finance, payroll, Finance Director. John Solmon addressed the Mayor and Council Members. Motion by Council Member McDonald, seconded by Council Member McClure, and voted, unanimously, to approve the purchase of Edmonds Software for $76,990 from SPLOST V funds and authorize the citya administrator to sign on behalf oft the City. and human resource functions 9. Executive Session Minutes April 8, 2024, Executive Session Minutes May 3, 2024, Executive Session Minutes Motion by Council Member McClure, seconded by Council Member Sutton, and voted, unanimously, to approve the April 8, 2024, and the May 3,2024, Executive Session Minutes. OLD BUSINESS There was no old business to discuss. PUBLIC COMMENTS There were no comments from the public. CITY ADMINISTRATOR KEVIN HARRIS 11. U.S. Department of Commerce Investment of $18 Million for Water Infrastructure Improvements to Support Economic Growth in Cleveland, Georgia Mr. Harris discussed the award of the Grant. He stated that it will be used to build a wastewater treatment plant, improve the wastewater infrastructure, and create jobs and economic growth. CITY ATTORNEY KEITH WHITAKER Mr. Whitaker did not have any items to report. ANNOUNCEMENTS 12. Participation in Georgia Municipal Association (GMA)'s Georgia Cities Week Ms. Ritchie stated the City's participation in Georgia Municipal Association's Georgia April21-27,2024 Cities Week: Mayor Turner wrote an article in the paper. The city worked with. Jack P. Nix's Instructor of Elementary Art, Ms. Katie DeFoor, and conducted an art contest. The winners were as follows: - 1st place - - Jack P. Nix 4th Grader Georgia King 2nd place - Jack P. Nix 4th Grader Jackson Wise 3rd place - Jack P. Nix 5th Grader Troy Yerby 4th place - Jack P. Nix 5th Grader Audrey Bennett Ms. Ritchie stated that the winner's art will be showcased at Cleveland City Hall. 13.
