The Carl Junction City Council met in regular session on Tuesday June 18, 2019 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Randy Hutcheson and Mark Satterlee. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, and City Clerk Maribeth Matney. AGENDA Roger Spencer motioned to approve the agenda as presented. Don Marshall seconded. All in favor. No opposed. Roger Spencer motioned to approve the consent agenda. Richard Zaccardelli seconded. Alli in favor. No opposed. PUBLICI FORUM There was no one: for public forum. CHAMBER QUARTERLY REPORT Ashley Butcher from the Carl Junction Chamber of Commerce discussed the tornado relief efforts. She stated that Martha Neiss did al lot of volunteer work and expressed thanks for everything she did. Second Tuesday was al larger turnout then what was expected with attendee's numbers reaching between 1500 and 2000 people. They are hoping for continued growth. The Bluegrass Festival will be coming up in September. Butcher stated that shel has started working on sponsors and grants and that the venders and bands are pretty much booked. There have been 6 ribbon cuttings in the last six months and five more scheduled in the upcoming months. The chamber has added 261 new members this past year. LaDonna. Allen stated that Ashley and Martha were. helping with the relief most of the time. Allen also stated that they were great at organizing other chamber members to help as well. Allen stated that she feels they went above and beyond and is very thankful for thel help received. DISCUSSION OF TORNADO! RECOVERY Steve Lawver stated that the trail and park waterway cleanup of downed trees is underway. Lawver stated that Jimmy has looked at the trees and have pulled some up to keep from impeding the water. Lawver stated that there are more trees further north of Center Creek and he is not sure how soon the city can get to them. Lawver stated that the Copper Oaks walking trail have very large trees that are impossible to get to. Lawver stated that he feels the city will need to contract the job out. Mike Burns asked ift there was any way toj join with the CID on tree removal. Steve Lawver stated that might be aj possibility. There was discussion on1 the options for tree removal. Rick Flinn asked if leaf pickup had started. Jimmy stated that it has not started yet. Randy Hutcheson discussed the condition of thel house located at 303 Briarbrook Dr. Steve Lawver stated that the city is having trouble finding thej parties responsible for the property. There was discussion regarding locating the owner. We contractedi to have the tree's removed from the tormado and used our nuisance ordinance to get that work done. Due to its condition, Lawver stated that they are working on the steps to condemn and demo thel house. REPORTS The Council reviewed the Administration report. Mike Burns asked about hazard mitigation funds for the use of the ballparks. Steve Lawver stated that the funds are from FEMA and are granted on an occasional basis. FEMA mitigates funds for damages caused by disasters such as flooding. In this case, the funds could help with the flood damaged ball fields. Mike Burns stated that this ballpark season has been rough due to the amount ofr rain and flooding. Burns feels that there is renewed motivation to build Public Works -Richard Zaccardelli asked Jimmy if the water tower on Copper Oaks was damaged by the tornado. Jimmy Police Dept. Chief Haase stated that the last of the LEST money grant has been spent. Haase reported that 4 schools were broken into on the night of6/17/19. The culprits stole al key faub, money, and merchandise. Haase stated that by noon on 6/19/19 the police had the suspects in custody and the merchandise had been returned. Haase stated that the security footage was very helpful in identifying the culprits. Chief Haase stated that he's going to have the Police Department cars drive all of the streets showing the at new ballpark. said thet tornado went north of thet tower and there was: no damage. tornado damage. He stated that he wants tol have the damage recorded, and a saved copy kept at city hall. Building Insp -Nothing to add. Court report- Nothing to add. Rick Flinn asked Steve Lawver about the log cabin on Pennell St. Steve Lawver stated that thel log cabin had been sold and NEW BUSINESS Steve Lawver stated that some employees have asked about Friday July sth and whether they can take that day off without pay. After much discussion. Roger Spencer motioned to allow City Hall to close July S. Rick Flinn seconded. All in favor no opposed. Motion passes. City Hall will close on. July 4-&5". ChiefHaase has a conference next week and will be gone. Mayor Mark Powers reminded the board not to call. Jimmy directly to ask him to doi things.
