CITY OF Cleveland GEORGIA Cleveland City Council Meeting Minutes Monday, May 1,2023 - 6:30 P.M. Cleveland Community Center/Police Department 342 Campbell Street, Cleveland, GA 1. Call to Order Mayor Pro Tem Yardley called the meeting to order at 6:30 p.m. PRESENT: Council Members Nan Bowen, Rebecca Yardley (Mayor Pro Tem), and Jeremy McClure Mayor. Josh Turner and Council Member CJ McDonald were not in attendance. Also present were City Administrator Kevin Harris, City Attorney Keith Whitaker, and 2. Invocation - Patrick Ballington, The Bridge Church, and White County City Clerk Lisa Ritchie Ministerial Alliance 3. Pledge of Allegiance 4. Approve Agenda Motion by Council Member Bowen, seconded by Council Member McClure, and voted, unanimously, to approve the agenda. PRESENTATION 5. National Small Business Week Proclamation Mayor Pro Tem Yardley read the Proclamation Motion by Council Member Bowen, seconded by Council Member McClure, and voted, unanimously, to approve the National Small Business Week Proclamation. Mayor Pro Tem Yardley presented the Proclamation to Beth Truelove, White County Chamber of Commerce President. Ms. Truelove expressed her appreciation to the Council for the support they provide to small businesses. CITY ADMINISTRATOR KEVIN HARRIS Mr. Harris discussed the following items: Improved ISO 3/3x ratings SPLOSTIVinformation Posting of the Finance Director position Bates Carter internal control review scheduled to begin during the week of May 15 Package store applications, review, and selection processes which accommodates continued permit delays Georgia Environmental Finance Authority (GEFA) modified loan agreement Trail cam purchases for monitoring sewer system due to illegal dumping Stop signs at the intersection of Old Nacoochee and Faulkner Street-A A30 day Internal upcoming department budget meetings for production of drafts for the grace period is planned prior to citations being issued Mayor and Council to review 25th Anniversary Celebration of white County Family Connect CITY ATTORNEY KEITH WHITAKER Mr. Whitaker did not have any items to report. NEW BUSINESS 6. Hiscox Insurance Company, Inc. Release and Assignment for a payment in the Mr. Harris stated that the $14,574.36 isar reimbursement from an insurance claim. Motion by Council Member McClure, seconded by Council Member Bowen, and voted, unanimously, to approve the release and assignment for a payment in the amount of $14,574.36 amount of $14,574.36. 7. Resolution 2023-10 to amend Board Appointments Appointment- - White County Water Authority Motion by Council Member McClure, seconded by Council Member Bowen, and voted, unanimously, to approve the agenda. 8. Approve Meeting Minutes April 10, 2023 Meeting Minutes April 26, 2023 Called Meeting Minutes Motion by Council Member Bowen, seconded by Council Member McClure, and voted, unanimously, to approve the Minutes of the April 10, 2023 Meeting, and April 26, 2023 Called Meeting. 9. Approve Executive Session Minutes April 10, 2023 Executive Session Minutes April 26, 2023 Executive Session Minutes Motion by Council Member McClure,seconded by Council Member Bowen, and voted, unanimously, to approve the Minutes of the April 10, 2023 and April 26, 2023 Executive Sessions. UNFINISHED BUSINESS 10. Update the City of Cleveland Comprehensive Plan Future Land Use Map-NOTE: Mayor Pro Tem Yardley stated that beginning in 2022 the City Council directed the Planning and Zoning Board to develop a draft updated development code that reflects the goals of the city and comprehensive plan including updating the Future Land Use map. She stated that the first public hearing on the Future Land Use map was presented at the Council's March 6, 2023 Meeting, and the second one was held at their April 10, 2023 Meeting. Two documents were submitted into the record at the second hearing. The Council did not have sufficient time to review the information Mayor Pro Tem Yardley stated that prior to the initial meeting, the map was provided for public viewing and input on the City's website. She said prior to implementation, Mayor Pro Tem Yardley read a statement from Council Member CJ McDonald. His statement read as follows: "the passage of the proposed Land Use Map has my full and unwavering support. Iflwere in attendance, Iwould vote Aye." Motion by Council Member Bowen, to accept the land use mapass submitted, Council Member McClure requested to remove oft the historical designation, Council Member Bowen accepted Council Member McClure's amendment, and voted, unanimously, to Postponed at the April 10, 2023 Council Meeting until the May 1, 2023 Meeting. provided and postponed their decision until this Meeting. the map must be submitted for review by GMRC: and GAI DCA. accept the land us map.
