The Carl Junction City Council met in regular session on Tuesday April 02, 2019 at 7:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Rick Flinn, Don Marshall, Richard Zaccardelli, Roger Spencer, LaDonna Allen, Mike Burns, Randy Hutcheson and Mark Satterlee. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, and City Clerk Maribeth Matney. AGENDA Roger Spencer motioned to approve the agenda as presented. PUBLICI FORUM Marti Hall, 1003 EI Pennell, has a problem with having to pay for postage on the water bills. She stated that targets the senior citizens and they are on a fixed income. Mayor Mark Powers stated that the bills will actually be going down if they chose not to receive a printed bill.. The City willl be taking the postage fees out ofthe water rates. P&ZCASES Mayor Powers opened the public hearing on Case #19-04 Rezoning 305 EI Pennell from R-1 to C-2-J Justin Walkinshaw at 7:05 PM. Justin Walkinshaw 1627 S Twin Oaks, Joplin, MO 64801 was here to answer any questions. Steve Lawver reported that Planning and Zoning met on Monday night and is recommending approval. Doug Dillard, 310 Pennell, wanted to know what the hours are going tol be. Justin stated early in thei morning probably 6am to 6pm. Mayor Powers closed the public hearing at 7:.081 PM Mayor Powers opened the public hearing on Case #19-05 - Vacating part of N Summit Burns Investment at 7:08 PM. Steve Lawver reported that thel Planning and Zoning met on this Monday night and is recommending approval. Jeremy Atnip, Atnip Enterprises, stated the purpose of vacating the street is iti is a 20' easement and Mr. Burns owns all oft the surrounding property. The reason they are seeking to do this is to develop the west side of the property. It would ease design stages ift they remove that easement. Allen Henderson, 505 Locust, asked what they are going to do with the property that would be vacated. Mr. Burns was under the impression thati it was a 30' easement but instead it isa20' easement sol Mr. Henderson would gett the 10' on thel East. Public Works - Richard Zaccardelli asked ifJ Jimmy has noticed that they are adding gas lines on Copper Oaks. Jimmy stated they are watching them closely. Richard Zaccardelli stated there's a sink hole at Marie and wondered ifit can be fixed. Jimmy stated Police Dept. Chief Haase stated that they have had al bunch of calls regarding the school juvenile issues. They are nothing they are working int thel ball fields and Country Club Park. They have been delayed due tot the rain. serious but time consuming. The new Police cars are running great. Court report there was nothing to add. COMMITTEE REPORTS Budget/Finance: Mike! Burns nothing to add Code/l Nuisance: Randy Hutcheson- nothing to add Human Resources: Roger Spencer-nothing to add Public Facilities & Planning: LaDonna Allen and Steve: met with two representatives from BYAA and she feels like several Senior Citizens-Richard Zaccardelireportedi that' Tammy Lynch collected $5,351 for the month ofMarch. Richard issues were worked out and that the Memorandum of Understanding will bej presented at the next meeting. Zaccardelli stated that he feels shel has beaten everyone in the area. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS LaDonna Allen attended another city's council meeting and stated that their public forum policy is printed and stapled to the agenda. She stated that might save the mayor time. Steve Lawver stated that a couple of the resident's along Hickory Lane would like get noj parking signs on the East side of Hickory due to blocking mailboxes and roadway. He feels they should also be put on Birch and Woodland. Mike Burns stated that Jimmy has worked hard on the parking lot and he feels that they must be talking about when soccer is going on. Mike Burns stated that it might notl be aj problem now. Jimmy stated that it should almost be 4 cars deep. There was discussion as to if the parking has improved. LaDonna Allen stated ift there's any issue at all Saturday that we should go ahead with the signage. There was a lot of discussion regarding the parking situation at the soccer fields. Steve Lawver stated that one of the residents had cones and signs in front of his property and that the signs were stolen and the cones were knocked over. Rick Flinn recommended to volunteer to help with parking. LaDonna Allen stated that it's the residents are the ones that have the problem. It was Steve Lawver stated the paperwork he laid out is al bid from ACE pipe cleaning for I&I work. We have one lift station that you can see the water coming in through the joints. We are going to co-op on the Joplin bid. Joplin went out for bids earlier. Steve Lawver stated that he recommends that the city goes with ACE PIPE. Mark Powers told Steve to go ahead and an ordinance City Clerk Maribeth Matney stated there might be people who do not want al bill ofany kind and would like permission from the council to draw up ai form informing the residents of the dates ofbills, when due and that they are waiving their opportunity to get abill. She wants to have something in writing from the resident. Mike Talley stated that if we do this we are, going to have to add another category of people opting out ofbills. We are beginning to get convoluted in the language but that we can do it. Mike Talley stated that the language has to be added in the ordinance. Mike Talley stated that we would have to explain each stated that we will have the water rates by thei next meeting.
